The selected candidate will be a licensed pharmacist responsible for the daily professional and administrative management of clinical pharmacy programs, the personnel management of pharmacists and clinical technician(s) supporting clinical pharmacy services. They will also be responsible for maintaining a clinical practice in the VA PACT (Patient Aligned Care Team) model. (Also termed "medical home" or "primary care.")
Duties
General Description of Position: The incumbent will be a licensed pharmacist responsible for the daily professional and administrative management of clinical pharmacy programs. The incumbent will be responsible for the personnel management of pharmacists and clinical technician(s) supporting clinical pharmacy services. He/she will be expected to oversee the direction and completion of work by subordinates to ensure timeliness, accuracy, and completeness. The incumbent will be responsible for maintaining effective intra-department relations and inter-department relations to accomplish the facility mission, facility goals and assure clinical services within Pharmacy Service are in compliance with regulatory and accreditation body standards, best practices, and coincide with the overall mission of the VA Medical Center. The incumbent ensures performance standards are maintained, staff orientation needs are designed and implemented, and staff performance activities are monitored. The incumbent will work cooperatively as part of the management leadership team for the planning and coordination of care, budgetary execution, and development of policies and procedures. The incumbent will work cooperatively with other members of the management and leadership team. The incumbent will oversee the daily operations of clinical pharmacy programs and the position functions under the matrix supervision of the Associate Chief of Pharmacy. The incumbent must possess necessary interpersonal skills to effectively function with the healthcare professionals and patients within the assigned patient care area. Strong oral and written communication skills are essential.

Physical Requirements: Must be physically and mentally able to perform efficiently the duties of the position. Physical demands of the position may require regular and recurring physical exertion, involve standing for prolonged periods of time, and some bending, stooping, and twisting. This job will include significant time at a computer terminal. Position involves moderate lifting/carrying of 15-44 pounds, use of fingers, both hands required, light walking, near vision correctable, hearing (aid permitted), sitting for extended periods. Applicants must be able to distinguish basic colors.
Requirements
- Citizenship: Citizen of the United States.
- Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree (prior to 2005) in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.)
- Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
- English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7 407(d).

- Selective Service Registration is required for males born after 12/31/1959
- Must pass pre-employment physical examination.

Pharmacy BASIC EXPERIENCE: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to:
Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects;
Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations;
Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program;
Planning, monitoring and evaluating medication programs or regimens;
Establishing medication-handling procedures for the storage and preservation of medications;
Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or
Maintaining all medication records required by law.
GS-13 grade level: One year of SPECIALIZED EXPERIENCE (equivalent to the next lower GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the Pharmacy Supervisor position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Such experience includes advanced skills in managing health care employees to achieve exemplary outcomes for patients.
Licensure: Applicants must be registered and licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Loss of Credential: An employee in this occupation who fails to obtain licensure/certification/registration within the required time frame, or who fails to maintain the required licensure/certification/registration must be removed from the occupation, which may also result in termination of employment.
Education
There is no educational substitution for experience at the GS-13 level.

Education required:
A doctoral degree in Pharmacy that is recognized by the
Accreditation Council for Pharmacy Education(external link) (ACPE) or an accrediting body recognized by the
U.S. Department of Education(external link) at the time the degree was obtained.
