The primary purpose of this position is to serve as the Executive Assistant to the Deputy Chief of Staff (DCOS), through support in analyzing, evaluating on and coordinating health care delivery systems and operations. This position assists in setting strategic direction and local policy for overall administrative requirements of the Medical Staff.
Duties
Utilizes a broad base of knowledge of the management and operations of clinical programs, federal regulatory requirements, and local policy and procedure to support the Deputy Chief Of Staff (COS) Office to analyze, evaluate, and improve the administrative support to the clinical services. Applies specialized knowledge of the basic principles and practices related to the management of health care delivery system to advise the Office of the Chief of Staff on gaps in administrative support to clinical services or in training needs. Serves as mentor and trainer to other subordinate clinical administrators, including education, coaching, and support for program implementation and monitors overall quality and productivity indicators such as clinic matrices, clinic utilization, physician productivity and efficiency, clinical practice guideline measures, and other measures to insure appropriate utilization of resources for clinical services.
Utilizes a broad base of knowledge of clinical programs, federal regulatory requirements, and accreditation criteria to assist to develop, evaluate, and implement new policy and to revise policies under the COS Office. Analyzes national handbooks and directives for updates to national policy and ensures that local policy is developed or updated as needed. Analyzes new legislation and accreditation standards to determine if local policy needs revision. Participates in local, regional and national discussion regarding development or implementation of policy that will effect local operations.
Supports the DCOS to establish minimum standards of quality and develop methods to systematically evaluate quality for programs and services aligned under the DCOS. Applies knowledge of the VA mission and the broad base of clinical programs, functions and requirements to support the health care delivery system.
Utilizes a broad base of knowledge of the functions of the Medical Staff and the health care system as a whole to coordinate the compliance to accreditation standards. Serves in a support role to analyze, develop and coordinate processes and internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements for T JC Medical Staff Standards.
Collaborates with the COS Executive Assistant, and may be called upon in the absence of, to manage the FPPE and OPPE programs. Provides guidance over the FPPE and OPPE staff. Works closely with the COS Executive Assistant to analyze T JC accreditation standards and federal regulatory requirements that regulate the FPPE and OPPE functions and process and provides recommendations regarding those requirements into the local programs.
Provides technical and administrative guidance to the Secretary to the DCOS and works in tandem with clinical administrative officers. As the knowledge expert, assists in establishing administrative officer's performance standards and provides input regarding performance evaluations. Makes determination on grievances, recommends training, and approves leave. Hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by direct supervisor.
Develops, reviews, and implements both long and short-range policies and plans for services under the DCOS.
Develops the need for and maintains an awareness of available resources, and makes recommendations to the COS and other VATVCBHCS management personnel regarding needs, distribution or redistribution of these resources to include equipment, staffing, and space.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement
Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR
Specialized Experience - Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR
Special Provision for Inservice Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
GS-11 Grade Requirement
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: directing, developing, monitoring, coordinating and implementing administrative and health care activities; giving guidance and direction with regards to disciplinary and adverse actions, performance management, incentive awards, and position management; Provides consultation and advice to supervisors and managers on matters pertaining to administrative and clinical issues; participates on various committees in the coordination of plans and projects; ability to understand policy purposes, goals and directions; monitors and evaluates changes to organization data systems and managed care policies and procedures; work that consists of projects which require analysis of interrelated issues of effectiveness, efficiency, and productivity; develops detailed plans, goals, and objectives for long-range implementation and administration of programs; exercises significant responsibilities in dealing with officials of other units, organizations, or in advising management officials of higher rank. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
