The Chief Financial Officer (CFO) serves as the financial manager for the VA SW Consolidated Mail Outpatient Pharmacy. As a financial expert, the CFO is responsible for establishing and maintaining an integrated system of financial staff services that contribute to effective management control over SW CMOP operations.

Duties

GS-13 Duties include but are not limited to: Plans, organizes and directs the Fiscal Function for VA SW CMOP including guidance to services and the Executive Leadership team on the VA SW CMOP financial position. Serves as the facility subject matter expert in all areas of finance, budget, and accounting, including advising senior management on all financial-related issues. Serves as the Chief Fiscal Officer, with general oversight of Budget, Accounting, Specialty Revenue Unit, and Payroll. Develops and executes a budget and keeps the SW CMOP Management appraised on all budget-related issues. Responsible for the assignment of work, establishment of priorities and deadlines, as well as monitoring the productivity of employees. Provides analysis and advice in the design, adaptation, or installation of automated accounting systems and designs and implements a comprehensive internal review and accountable program for financial management. Analyzes current and/or required accounting systems to design new or improved systems. Facilitate and complete discussion with Service Chiefs and service lines to form an overall budget VAMC for the upcoming fiscal year, as well as budgets for services. Develops and implements accounting policies and standards for the site. Oversees the design of a complete accounting system for VISN or VAMC. Executes the operational budget including financial close out of the fiscal year. Oversees VISN or VAMC (s) Budget operations. Provides instruction to management officials during budget calls and other budget formulation or execution processes. Performs budget formulation including preparing detailed analyses and estimates of annual funding needs for one or more budget future budget years. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Education: This position requires professional accounting knowledge. You must meet one of the two basic education requirements described below in order to receive further consideration for this position: 1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") Transcripts Required. OR 2. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. A certificate as Certified Public Accountant or a Certified Internal Auditor. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement in accounting, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement of obtaining a degree in accounting or in a related field such as business administration, finance, or public administration, and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing timely financial advice required to make effective decisions and provide for proper program planning; budget experience with short and long-range planning involving scope of program and overall policies and procedures for a medical center, providing analysis and advice in the design, adaptation or installation of automated accounting systems; administering an accounting system; performing financial audits of accounts and financial records; preparing a wide variety of cost reports and balance sheets; ensuring fiscal transactions are accounted for and in compliance; planning, organizing, directing, and reviewing the work activities of a group of subordinates (This must be annotated in your resume).
