The position is located at the Bay Pines VA Healthcare System (BPV AHCS), Bay Pines, FL, in the safety section of the Facilities Management Service. Serves as the principal Safety and Occupational Health Manager for the Bay Pines VAHCS providing healthcare services to diverse client groups and plans, directs, coordinates, implements and evaluates a comprehensive safety, occupational health, industrial hygiene, fire protection, construction safety and Green Environmental Management (GEMS).

Duties

Duties include but is not limited to: Acts on behalf of the BPV-AHCS Leadership with delegated authority to commit or render a decision concerning a broad range of issues as they relate to the BPV-AHCS Safety Program. Represents the BPV-AHCS Leadership at conferences, planning meetings and educational/training programs throughout the network when program or policy issues are under discussion. Advises the BPV-AHCS Leadership and key staff and provides special expertise and knowledge on program and policy issues, which affect the Healthcare System/Network operations. Participates in the development and approval coordination of directives, white papers, policy matters and related documents issued by the BPV-AHCS and Network. Determines the need for, and the development of organizational skills including observance and evaluation of performance of all personnel assigned to the service and provides direct supervision Serves as the principal safety and occupational advisor to Bay Pines Veterans Affairs Health Care System (BPV-AHCS) leadership. Justifies operating expenditures including staffing requirements, interprets new safety & health and environment.al legislation and recommends the adoption or implementation of specific policies and procedures. Assigns program activities to subordinate staff. Plans, organizes and administers inspections of internal and external buildings as well as Community Based Outpatient Clinics, Outreach Centers, Nursing Homes, etc., to ensure compliance, reports any deficiencies and ensures corrective actions are taken. Maintains a working knowledge of all regulatory agency requirements as they pertain to the Safety Program of the BPV-AHCS. Administers a management information system which generates mishap, injury and illness data for the agency and identifies specific hazardous conditions that require an in-depth analysis and subsequent implementation of measures to control or eliminate unsafe conditions. Evaluates work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters, Interview candidates for positions in the organization. Recommend and/or effectuate appointment, promotion, or reassignment to such positions; hear and resolves serious employee or group complaints from employees. Advise and/or refer serious complaints depending on specifics to a senior official or request assistance from of entities. Identify developmental and training needs of employees, providing or arranging for needed training and approval of training request submissions; find ways to improve production or increase the quality of the work directed and eliminate barriers, impediments to accomplishing the mission. Oversees the GEMS program. Provides overall supervision of the healthcare system's Safety program staff. Plans work to be accomplished by subordinates. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service (SF50 REQUIRED). This position has an Individual Occupational Requirement (IOR) Education: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certificates: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. You may qualify based on your experience and/or education as described below: To qualify at the GS-13 grade, you must have one (1) year of Specialized Experience equivalent to the GS-12 level or higher. Specialized experience- typically includes, but are not limited to: supervise and manage a comprehensive and facility encompassing safety management program; plan, organize, and conduct comprehensive inspection activities, evaluates the effectiveness of occupational safety requirements in the work environment, assesses the degree of compliance with applicable regulations and standards and develops to minimize injuries to patients and employees and damage to agency property; oversee the development of an industrial hygiene program to identify hazards. You will be rated on the following Competencies for this position: LeadershipSafety EngineeringTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work during non-crisis times is primarily sedentary, but may involve moderate physical effort including walking, climbing, light lifting, etc., when at field locations. During crisis, emergency situations and on site disaster operations, conditions may be primitive with little or no shelter, electricity; and water, requiring the incumbent to "cam pout" and fend for self in basic needs. Additionally, in times of emergency, long periods of exposure to both cold and hot weather, the elements, lack of adequate food and water, need to heavy lift, bend and reach while caring for patients, staff or movement of heavy objects may be necessary for a long period.
