Medical Administration Specialist position is located in the Patient Service Department at the Providence VA Healthcare Systems location. This position is full-time at 40 hours per week.

Duties

This position is aligned under the Office of the Chief, Patient Services. The Administrative Officer of the Day (AOD) represents the Medical Center Director and the Chief, Patient Services in all medical administrative matters. The AOD is delegated full authority and responsibility to exercise the Medical Center Director's prerogative in medical administrative matters occurring during the tour of duty; represents and acts on behalf of the Medical Center Director in (non-policy making) administrative matters; represents management in matters pertaining to the lawful retention of veterans in the V AMC; maintains continuity of functions and provides full medical administrative support during other than normal tours of duty to clinical and administrative medical center staff; is responsible for achieving management objectives and supporting the decisions of management in carrying out duties; and provides technical guidance necessary to meet procedural, legal and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources. Duties include, but not limited to: The AOD interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home care, dental, non VA Care Coordination, outpatient care; dental treatment; prosthetic appliances; inter-facility transfers; decedent affairs, etc. The AOD coordinates the resolution of medical-legal problems concerning the medical center to ensure that appropriate legal, regulatory and policy requirements are met. Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOAs), code blue, cost recovery matters and facility or community disasters, etc. The AOD assumes control of communications and notifications in the event of local and civil disasters, in accordance with local facility disaster pl.an. The AOD provides administrative authority, guidance and advice to Medical Officer of the Day (MOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours. The AOD provides orientation and situational technical advice to physicians regarding VA policies and procedures. Also assists medical center staff with medically related legal problems, including involuntary commitments, orders of protective custody and management of unruly or severely disturbed patients. The AOD performs administrative matters as MOD does for clinical matters, working as a team to carry out top management responsibilities during other than regular working hours. The AOD directly intervenes when problem regarding patient activity occurs, advising clinical staff of appropriate administrative action. Observes, evaluates and coordinates administrative activities with IRM, Engineering, Laboratory, Radiology, Nursing and Environmental Management personnel, among others. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday; 08:00 am- 04:30 pm. Off tours may be necessary. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS 07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interprets VA rules and regulations relating to determining legal entitlement to benefits; provides written and oral reporting of incidents; provides orientation and situational technical advice to physicians regarding VA policies and procedures; provides daily reports of all activities occurring throughout the Medical Center to include BMS, ICB, Inpatient Death Reports, Scheduling Reports, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement*. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of a Medical Administration Specialist. GS 09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides administrative authority, guidance, and advice to Medical Officer of the Day and all other clinical staff concerning administrative matters necessary for operation during other than normal hours; processes administrative issues surrounding seriously ill cases, elopements, suicides, assaults, facility or community disasters; interprets VA rules and regulations relating to determining legal entitlement to benefits; assumes control of communications and notifications in the event of local and civil disasters, in accordance with local facility plan; assists Medical Center staff with medically related legal problems; and investigates unusual incidents occurring during tour involving welfare, injury, and abuse of inpatient Veterans. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-9. The education and experience must be directly related to the work of a Medical Administration Specialist. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing or medical charts.
