Duties

Works under general supervision performing day to day administrative and technical budget functions in accordance with appropriated and non-appropriated fund regulatory requirements. Uses required / applicable automation software and hardware to perform analytical, technical, and administrative tasks required during phases of the budgetary and execution process. Ensures APF and NAF operating fiscal budgets are fully synchronized and balanced according to fund sources. Researches, verifies, and revises budget/program data as required for correct budget/program submission and execution. Prepares written funding justifications, consolidates budget requests, requests additional funds, and monitors expenditures against obligations.

Qualifications

The minimum qualifications for this position are: 1. Progressively responsible work experience in budget or finance that provided the applicant the knowledge of appropriated fund and/or non-appropriated fund regulations on budgetary processes and requirements. 2. The work experience must also demonstrate the knowledge and ability to balance funds between accounts; i.e., transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs. Demonstrated work experience must have been equivalent in difficulty and complexity to the next lower grade level. 3. Must have excellent organizational skills; be highly skilled in written and verbal communications and able to deal tactfully and effectively with employees in all levels of the organization. 4. Must be highly proficient in Microsoft Windows, Word, Excel and other software as required and be able to meet stringent deadlines in a fast-paced environment. HIGHLY PREFERRED QUALIFYING CRITERIA: 1. A Bachelor's Degree in a financial management related field and/or work experience that provided a thorough understanding of the substantive nature of the Army's Morale, Welfare, and Recreation (MWR) and community family support operating programs and their interrelationships and funding channels. 2. Prior work experience with NAF budget processes or similar civilian budget processes. 3. Prior work experience with FMBS (Financial Management Budget System) or similar civilian budget system. 4. Prior work experience with SMIRF (Standard Management Information Reports for Finance) or similar civilian financial reports database. 5. Prior work experience with CEDMS (Corporate Electronic Document Management System) payroll administration repository or similar civilian payroll administration repository. **Prior work experience meeting the qualification requirements whether it be the standard minimum qualifications or management established highly preferred qualifications, must be reflected within the submitted resume for the vetting process.
