The Supervisory Prosthetic Representative will administer, supervise, perform and assign work concerned with rendering prosthetic and sensory aids services to patients of the VA Minneapolis Health Care System (MNVAHCS). The incumbent will serve as the first line supervisor for the staff assigned to them at MNVAHCS.
Duties
Assists the Prosthetic Assistant Chief in the development of the annual specific-purpose budget for the VA Minneapolis Health Care System (MNVAHCS) and submits it for review to the VISN 23 Prosthetics Manager.
Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding.
Assists/performs program cost analysis such as development of life cycle, performance of cost benefit, economic evaluations, or other cost analysis of projects as needed.
Conducts/leads cost-effectiveness studies for the program by collecting data and making computations for operating administrative programs.
Monitors the use and rate of expenditure of budgeted funds to ensure operating program objectives are met in assigned areas through continuing dialogue with facility administrative and clinical staff, review of written documents, and examination of obligations and expense totals.
Considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization, issues, constraints, impacts and concerns related to other organizational components.
Prepares reports and briefings on results of studies and is for the collection, interpretation, and analysis of quantitative and qualitative data relevant of programs being evaluated.
Assists the Prosthetics Assistant Chief in the management of procurement and contracting for the MNVAHCS Prosthetic programs. This may include:
Distributing national prosthetic contract requirements and guidelines as part of the National Prosthetics Clinical Management Program (PCMP) to staff.
Preparing procurement requests, sole source justifications, policy and procedural guidance for program participants.
Determines eligibility and entitlement to equipment, and provides support to patient units and clinics and facility clinical programs and service lines.
Advises on extent of patient eligibility, availability and capabilities of devices and services, design of new or modified equipment and care of various types of equipment.
Works closely with oxygen and medical equipment companies to assure maximum delivery of their services and compliance to their contracts; coordinates quality assurance monitoring of this equipment program and represents program to JC and VA audit teams.
Directs program goals, manages program resources (e.g. specific-purpose and general-purpose budgets, space, equipment, supplies, and personnel) and/or operates aspects of a Prosthetic and Sensory Aids Program in conjunction with the Prosthetic Chief by:
Prepares specific instructions for ongoing operations and/or implements policies designated by higher-level personnel.
Handles administrative matters pertinent to all issues related to the facility Prosthetic Program, including requesting and ordering through supply channels.
Develops management plans, and deals with varied technical and administrative problems and concerns.
Changes or adapts established methods, makes significant departures from previous approaches to improve or extend information gathering, and tests or adapts new methods to meet regulatory requirements.
Assists in the management and directs the acquisition of the VAMNHCS prosthetic programs, which include Blind Rehab, Home Based Primary Care (HBPC), Extended Care & Rehab Service, Driver Rehabilitation Training, Auto Adaptive Equipment Program, Home Oxygen Program, HISA Program, Clothing Allowance Program, and Prosthetic Implants.
With the Prosthetic Assistant Chief the incumbent will perform the administrative and personnel management functions relative to staff supervised by:
Establishing guidelines and performance expectations for staff that reflect the mission and goals of the facility and VISN 23 Prosthetic Program.
Ensures the guidelines and performance expectations are clearly communicated through the formal employee performance management system.
Develops work improvement plans, recommending personnel actions as necessary.
Effects disciplinary measures as appropriate to the authority delegated in this area.
Reviews and approves or disapproves leave requests.
Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Prepares controlled correspondence for the Medical Center Director's signature to Congressmen/women, Senators, Veterans and their families and others regarding prosthetic matters.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education. Individual must meet at least one of the requirements below.
Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; or
Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; or
Experience/Education Combination. Equivalent combinations of experience and education are qualifying.
Foreign Education. To be creditable, education completed outside the United States must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials, and such education must have been deemed at least equivalent to experience gained in conventional United States programs.
Physical Requirements. Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job including their physical, mental and emotional capacities, without endangering their health or the health of their co-workers. See VA Directive and Handbook 5019.
English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. All persons employed in VHA as a Prosthetic Representative on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Employees grandfathered into the GS-0672 occupational series as prosthetic representatives may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
Prosthetic Representatives who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
Employees who are retained as a Prosthetic Representative under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a prosthetic representative.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
GS-12 Prosthetic Representative (Supervisor)
Experience. At least one year of experience equivalent to the GS-11 grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Leadership and managerial skills, including skill in interpersonal relations and conflict resolution to deal with employees, team leaders, and managers.
Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions.
Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics.
Skill in coordinating work flow and work assignments.
Ability to counsel patients and work effectively with a clinical team to resolve conflict.
Preferred Experience: One year experience supervising administrative or clinical federal employees at the front-line level. Knowledge of Prosthetics and Sensory Aids Services (PSAS) policy and process. PSAS purchasing experience.

The full performance level of this vacancy is GS-12.
Physical Requirements: Work requires movement throughout the medical center, standing, bending, sitting, reaching, and lifting up to forty five pounds. There exists prolonged periods of working at a computer terminal. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary. Normal safety precautions are utilized as appropriate for office, hospital, and warehouse settings. The work involves moderate discomfort when visiting sites away from the office. At times the employee may be required to wear personal protective equipment (i.e., mask and gown) when visiting work areas with other environmental exposures including the wheelchair repair shop or Orthotic Laboratory.
