Duties
You will serve as a Budget Analyst and be responsible for assisting in management and coordination of budget development/analysis, financial management, and budget execution efforts concerning a wide range of programs, and administrative and analytical budget functions for annual, multi-year, no-year, special, evolving, and trust fund accounts.

Qualifications
To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-9 grade in the federal sector. Specialized experience for this position includes the following:
Identifying, analyzing, and resolving budgetary problems;
Providing financial advice on budget-related matters;
Maintaining Inter/Intra Agency Agreements (IAAs) and determining the nature and type of the information required to support the specific IAA project activity;
Assisting in management and coordination of budget development/analysis, financial management, and budget execution efforts concerning a wide range of programs
OR
Applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or possess an LL.M, if related.
OR
Applicants must possess a combination of education and experience that provided the applicant with budget analysis knowledge equivalent to a doctoral degree in the field. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a graduate course of study. Only graduate education in excess of 2 full years of graduate study may be used to qualify applicants for positions at grade GS-11.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade in the federal sector. Specialized experience for this position includes the following:
Managing and maintaining Inter/Intra Agency Agreements (IAAs) and determining the nature and type of the information required to support the specific IAA project activity;
Assisting in management and coordination of budget development/analysis, financial management, and budget execution efforts concerning a wide range of programs, and administrative and analytical budget functions for annual, multi-year, no-year, special, revolving, and trust fund accounts;
Using initiative, judgement, and originality in modifying and devising new budget and financial methods, techniques, and criteria;
Developing, reviewing, and analyzing budgets, spending plans, IAAs, financial transfer authorizations, and changes in financial plans; and
Analyzing the cost effectiveness of program performance and reviewing and analyzing a variety of historical data and comparing it to current spending information and trends for major national agency programs.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and it typicallin or related to the line of work.
