About the Position: Serve as an assistant to Human Resources Specialists working in a Civilian Personnel Advisory Center (CPAC). Perform a wide variety of technical support duties in one or more areas of the human resources management program.
** Management may select at any grade level. Incumbent may be non-competitively promoted to the Full Performance Level with supervisor approval. **
Duties
Serve as an HR Assistant to Human Resources Specialist working in Staffing and Recruitment/Placement.
Utilize workstation computer, word processing and/or other office automation software programs to create, copy, edit, store, retrieve and print a variety of documents.
Respond to customer inquiries on matters of procedures for recruitments, pre-employment, etc.
Use a variety of Human Resources Programs to process Request for Personnel Actions.
Coordinate job offers and verify condition of employment eligibility.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05 level: Applicants must have one year of specialized experience at the GS-04 grade level that includes: performing clerical duties such as utilizing office automation database to create, retrieve, and analyze information of documents, spreadsheets, mail correspondence, memoranda and reports.
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06 level: Applicants must have one year of specialized experience at the GS-05 grade level that includes: applying Civilian Human Resources (HR) rules, procedures, and operations during the Pre-employment and recruitment process and providing support to the Human Resources Office.

Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resource.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
GS-07 level: Applicants must have one year of specialized experience at the GS-06 grade level that includes: processing civilian personnel actions, performing a wide variety of staffing support duties that require verification of information in all phases of the pre-employment process.

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resource.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Time in Grade Requirement for GS 5: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
Time in Grade Requirement for GS 6: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS 5).
Time in Grade Requirement for GS 7: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS 6).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
