This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Grants Management Specialist (Field), you will:
Oversee a wide range of activities and safeguard the public trust for PJs (participating jurisdictions) receiving HOME and HOME-ARP funds.
Provide oversight of assigned PJs through ongoing monitoring and provision of effective technical assistance.
Responsible for reviews of applications and supporting documentation for HOME-ARP.
Provide financial management advice and guidance to PJs regarding tracking, monitoring, and use of grant funds; application of financial statutory and regulatory mandates for grant administration; internal control systems; financial policies; and sound fiscal management practices.
Provide support and assistance to PJs in meeting their local community development, affordable housing and homeless needs in a comprehensive, consolidated manner.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Analyzing and interpreting statutory and regulatory requirements for affordable housing grant programs; AND
- Evaluating grantee proposals, plans, and justifications; AND
- Providing grant related technical guidance to internal and external stakeholders.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Analyzing and interpreting statutory and regulatory requirements for affordable housing grant programs; AND
- Evaluating grantee proposals, plans, and justifications; AND
- Communicating and presenting analyses to management.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
