This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

DIRECTORATE OF PUBLIC WORKS, OPERATION AND MAINTENANCE DIVISION, FORT IRWIN, CA.
Duties
Determine requirements for maintenance, repair, alteration, restoration, addition and construction of buildings, structures, utility systems, roads, grounds, and pavements.
Direct operations and maintenance activities, construction, maintenance, land management and equipment operation activities.
Coordinate operations and maintenance activities, facility construction, maintenance, land management, and equipment operation activities; develops acceptance tests and procedures.
Manage Engineers, Technical Representative, Contract Officer Representatives and other specialists who perform advisory work for the DPW and commander; and who perform some operating level functions (i.e. resource management, and supply control).
Perform personnel management functions in directing a group of personnel engaged in the accomplishment of the division?s operations through two or more supervisors. Plans and distributes work, sets priorities and controls work accomplishment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a secret clearance throughout this appointment.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- EMERGENCY ESSENTIAL STATEMENT: This position is considered essential to support the Army?s mobilization and wartime mission during periods of increasing tension or mobilization.
- One year Supervisory Probationary Period may be required.

Specialized Experience: Have one year of specialized experience equivalent to the GS-9 grade level in the Federal service which includes the following. Prepare plans for scheduled repairs such as building, roofs, pavements, airfields, bridges, railroads, training areas, maintenance facilities and ammunition storage facilities. Perform work to ensure contracts for facility improvement, major services contracts, short-term construction contracts and other initiated contracts meets each of the contracts and government compliance requirements. Work with contractors and other organizations about problems relating to scheduling of construction, maintenance and repair, materials or other issues concerning maintenance or construction.
