This position is located within the Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Fayetteville, VA Coastal Health Care System (FVACHCS), Fayetteville, NC. This position works directly for the Equal Employment Opportunity (EEO) Manager in the Equal Employment Opportunity Program Office, organizationally aligned under the Executive Director.

Duties
Major duties include, but are not limited to:
The incumbent must exercise a high degree of judgement in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment.
Advises management on specific actions in support of affirmation action, strategies for processing discrimination complaints, as well as initiatives for meeting program goals and enhancing the EEO program.
Under the direction of the EEO Manager, the incumbent assists the Office of Resolution (ORM) and Administrative Judges with investigations and hearings.
Provide advice and assistance during the post-investigative stages for each formal complaint.
Reviews new or proposed personnel policies, procedures and guidelines for impact on organization practices and makes recommendations and identifies conflicts or deviations from acceptable and/or current policies and practices.
Assists with developing and/or monitoring of proposals or plans related to the implementation of EEO Programs.
Compiles and analyzed statistical data in order to evaluate progress of the EEO program.
Identify program goals that may conflict with existing policies or practices, actions, reassignments, job training, sexual harassment and reprisal, based on factors of race, religion, color, national origin, sex, age and handicap.
Keeps abreast of equal employment opportunity events occurring within and outside of the agency to anticipate the need for initiating action.
Represents the facility before Affirmative Employment, Equal Employment and Special Emphasis groups in the community.
Responsible for overseeing the EEO budget and monitoring expenditures as well as tracking cost-avoidance strategies.
Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00 a.m. -4:30 p.m., Monday -Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of EEO laws and regulations. Human Resource Management experience, Skilled in identifying EEO problems and developing action plans. Experience with fact-finding and investigations, making conclusions and making recommendations.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher-level graduate education leading to such a degree, LL. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
