GS-09The primary purpose of this position is: To serve as a Human Resources Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

SUMMARY CONT:GS-11The primary purpose of this position is: To act as a personnel management specialist and assistant to the NAF Human Resource Office (HRO) Director for the installation commander in the administration, authority to appoint, classify, promote, reassign, discipline, demote, detail; compensate, separate, or effect of the related personnel and position transactions pertaining to Nonappropriated fund (NAF) personnel management.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE FOR THE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of Human Resources, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
SPECIALIZED EXPERIENCE FOR THE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of, and skill in applying a wide-range of Human Resources Management, concepts, laws, polices, principles, and practices, and analytical methods and techniques sufficient to solve a wide range of complex, interrelated problems of the Human Resources field, particularly those relating to the functional areas of recruitment, position classification, employee relations, and appropriate laws. Executive orders, regulations, and policies related to these functional areas. Must be able to use required knowledge and skills to conduct research and accurately assess gathered information sufficient to make informed judgments on problems and issues. Knowledge of, and skill to sufficiently provide comprehensive management advisory and technical service on organizational functions and work practices. Knowledge of wide range techniques for developing new or modified HR work methods, approaches and/or procedures for delivering effective HR services to customers. Written and oral communication techniques sufficient to develop and deliver reports, correspondence to managers to foster an understanding and acceptance of findings and recommendations.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-09:
1. Knowledge of the principles, concepts, and theories of human resources management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.
GS-11
1. Knowledge of regulations, policies, practices, and procedures covering NAF personnel management programs involving classification and position management, recruitment and staffing, employee- management relations, and employee development and training to appoint, classify, promote, reassign, discipline; demote; detail, compensate; separate, or effect other related personnel and position transactions pertaining to NAF personnel.
2. Knowledge of laws, principles, and regulations relating to equal employment opportunity and labor relations issues in order to discern what is required and serve as a liaison between NAF management and local subject matter experts.
3. Knowledge of automated personnel data systems to ensure accuracy and timeliness in processing of NAF management and local subject matter experts.
4. Skill in written and oral communications to disseminate guidance, letters, bulletins, etc., on personnel issues and programs; conducts briefings; and present issues and recommendations.
5. Ability to maintain good working relationships and gain support for personnel program goals.6. Ability to manage a human resources office.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
