You will serve as a FSC PROJECT MANAGER in the Business Manager Division of NAVFAC NORTHWEST.

Duties

You will establish and lead NAVFAC NW FSC/BOS project teams from preliminary fact-finding through award and assumption of steady state contract administration by the administrative contracting office. You will act as a project liaison and develop cordial customer relation on complex multi-function projects to assure accomplishment of goals. You will serve as advisor to the FSC Product Line Director (PLD) and Facility Support Contracts Branch Heads for assigned contracts. You will develop and manage detailed Plans of Actions and Milestones for assigned projects. You will conduct management studies for cost-effective operations. You will perform Independent Government Estimates. You will work with customers to obtain and interpret their needs and requirements, and convert those needs and requirements into contractual Performance Work Statements (PWS). You will write and edit Facility Service Contract Specifications. You will update and track the FSC Regional Acquisition Strategy Plan (RASP)

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing technical support across a wide range of Facility Support Contract(FSC) functions, including programming, planning, preparation, and execution of Facility Support Contracts; 2) Providing advice on the implementation of Facility Support Contracts/Base Operations Support (FSC/BOS) policies, project execution tracking, responding to data calls, and the effective management of contractor-provided facility services; 3) Interpreting and applying relevant laws, regulations, policies, standards, and procedures to specifications for and contractor performance of facility support contracts; 4) Assembling reports and briefs on metrics, base issues, implementing initiatives, and FSC program developments. **NOTE: This information must be supported in your resume to be considered for the position.** Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
