Serve as a Program Support Assistant (OA) by providing management and administrative support to the Mayaguez Outpatient Clinic Administrative Officer regarding planning, facility and property management, office operations, and a wide range of operating situations and problems related to the nature of the services provided at the VACHS Mayaguez, OPC.
Duties
Major duties include, but are not limited to:
Perform as the Contracting Officer Technical Representative (COTR) for the VA Caribbean Health Care System (VACHS) Comerio and Utuado Rural Clinics.
Serve as the technical and administrative liaison between the contractors and the Contracting Officer.
Notify the Contracting Officer of violations of labor standard provisions, work that does not comply with contract requirements, and if contractor fails to remove, correct, or replace rejected work.
Serve as a point of contact for day-to-day maintenance operations, Facility Management Service (FMS) related maintenance projects, Logistics support requirements.
Responsible for monitoring the Clinic's Medical Gases System to ensure that the system is fully operational.
Provide administrative support to the Mayaguez Clinic Administrative Officer in coordination of the daily operations of the facility management and maintains ongoing communication with parent service administrators and supervisors.
Work in close collaboration with Administrative Officer in monitoring the equipment inventories (EILs) and ensures accurate reports on office equipment are made timely or as requested.
Maintain the fund control points, which includes ordering, reconciling, and keeping complete records pertaining to budget allotments and expenditures.
Typing Proficiency: This position requires a typing requirement of 40 words per minute.
Work Schedule: Monday - Friday 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-06 position you must have served 52 weeks at the GS-05.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in office automation word processing functions; tracking data; utilizing various software; typing correspondence; collects, assembles, and compiles data for administrative and management reports; and perform other various administrative functions such as tracking time and attendance or establishing and maintaining records and/or files.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is multifaceted transcending the sedentary office environment, to multiple clinic venues, and multifaceted inventory & inspection locations. The employee maneuvers throughout multiple clinic locations to gather information, data, conduct analysis and resolve issues. Involves regular and recurring field surveys and sites visits to the different DVA Outpatients Clinics. Regular traveling will be required and to the VACHS Medical Center, Arecibo CBOC, Comerio and Utuado Rural Clinics. The work may require some physical effort such as walking, bending, sitting, carrying of light to medium items and at times driving a government owned vehicle.
