The primary purpose of this position is to to provide professional and consulting community planning expertise to oversee, manage, and maintain major command community planning programs consisting of installation development planning, site planning, airfield planning and design, explosive site planning, and Air Installation Compatible Use Zone (AICUZ) programs.

Duties

Command Community Planner. The command's technical authority in the areas of community planning and installation development, land use planning, airfield/heliport planning and design, explosive site planning, base comprehensive plan information management systems, including cartographic products and the development, use and maintenance of GIS as a comprehensive planning tool. Planning Communication. Responsible for communicating critical issues with subject matter experts from federal, state, and local government agencies, higher headquarters, command staff, regulatory agencies, installations, superiors, subordinates, community officials, etc. Air Installation Compatible Use Zone (AICUZ) and Encroachment Management. Serves as the command1s authority on the Air Installation Compatible Use Zone (AICUZ) program. Meets with local and state government officials as required to aid and encourage the adoption of AICUZ land use and anti-encroachment guidelines and recommendations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience, or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of community planning, comprehensive planning and urban design concepts, principles, and practices. Professional knowledge of the techniques and philosophy of comprehensive community planning and regulations, DoD and Air Force instructions, policies, and directives as they pertain to assigned programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of community planning, comprehensive planning and urban design concepts, principles, and practices. Professional knowledge of the techniques and philosophy of comprehensive community planning and regulations, DoD and Air Force instructions, policies, and directives as they pertain to assigned programs. 2. Knowledge of Air Force programming, budget, and funding process to evaluate the impact of federal, state, and local requirements on effective budgeting and the ability' to develop long-range plans and a budget for community planning programs. 3. Knowledge of all Civil Engineer functions with special emphasis and professional knowledge on the community planning process and understanding of professional concepts, principles, theories, and state-of-the-art practices applicable Civil Engineer functions. 4. Knowledge of general industrial and/or construction processes, methods, practices, techniques, materials, and equipment to determine compliance with environmental regulations and standards; and knowledge of construction and service contracting procedures relevant to executing a community planning program. 5. Knowledge of automated Systems and programs such as CADD, information management, project tracking, geographic information systems, and other software programs. Ability to recognize and analyze problems, conduct research, summarize results, brief, and make appropriate recommendations. Ability to communicate effectively both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
