Position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN6), VA Medical Center (VAMC), Fayetteville, NC in the Office of the Medical Director. Incumbent provides technical, clerical and admin support for all activities of the Equal Employment Opportunity (EEO) program. Providing support and advice to supervisors & employees.

Duties
The incumbent of the position serves as Equal Employment Opportunity Program Assistant to the EEL and Diversity Program Manager on matters concerned with planning, administration and evaluation of the Equal Employment Opportunity Program.
Major duties include but are not limited to:
Assists in developing, planning, coordinating, reviewing, monitoring, evaluating and updating all Fayetteville VAMC EEO program activities and assists in developing and implementing all plans associated with the EEO Program.
Assist in program analyses and developing statistics upon which realistic affirmative action goals can be based.
Assist with the development and maintenance of civil rights and external equal opportunity compliance programs for Fayetteville VAMC which meets the requirements and procedures for Title 38 CFR Chapter 1, Part 15, Enforcement of Nondiscrimination on the basis of Handicap in Program or Activities conducted by the Department of Veterans Affairs; The Rehabilitation Act of 1993, Section 504; Title 38 CFR Chapter 1, Part 18, Nondiscrimination in federally-assisted program of the Department of Veterans Affairs, Effectuation of Title VI of the Civil Rights Act of 1964, Subpart A, D and E; The Age Discrimination Act of 1975 and the Education Amendment of 19723, Title IX.
Receive and review all Civil Rights Discrimination Complaints, determines whether the facility has jurisdiction over the Responsible Agency Official (RAO) and makes referrals to appropriate federal agencies when VA has no jurisdiction over RAO.
Provides advice and assistance to Fayetteville VAMC managers, supervisor, committees, employees or applicants on legal and procedural EEO program issues.
Assist the Fayetteville VAMC EEO Manager in coordinating or initiating all EEO training for Fayetteville VAMC and has strong input into training for the Fayetteville VAMC related to EEO.
Explains the discrimination complaint process for an EEO compliant, advises the complainant of their rights and responsibilities in the complaint process, advises complainants of the appropriate office or agency that handles particular types of complaints and alternate avenues of redress for resolving employment problems.
Provides assistance to the EEO Managers, ORM Intake Specialists, Full-time EEO Investigators, Full-time EEO Counselors, EEOC Administrative Judges and staff Attorney from Offices of District and Regional Counsel.
Perform other duties as related.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Federal EEO regulations. Experience providing administrative and clerical support and preparing and maintaining records. Skilled in fact-finding and written and oral communication.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Regular and recurring work generally involves sitting at a desk, sitting in conferences and meeting and daily visits to medical center worksites. The work is somewhat sedentary. The incumbent often has to walk distances within the facility on a daily basis due to meeting/conferences and coordination of training session. Planned liaison visits to outpatient clinics, local community agencies, training institutions and participation in career job fair are other activities in which the incumbent had to utilize government or private vehicles. Weekly to daily use of automobile and public conveyance may be required. Not special physical exertion is required.
