This position is located in Facilities Management Service at Jesse Brown VA Medical Center, a level lb facility. The primary purpose of this position is to perform a variety of tasks involved in the upkeep and maintenance of the Air Conditioning Systems.

Duties

Gives necessary instructions or on-the-job training, as required. Demonstrates proper work methods and procedures, determines production levels, and assures that required materials for accomplishment of assigned tasks are available, and that required shop stock is maintained. Incumbent serves as team leader to three 24/7 shifts and will rotate with supervisor as necessary if warranted. Sets the pace and looks for ways to accomplish the assigned projects the quickest and easiest way possible while following established trade standards and codes. Inspects the work in progress and, after completion, checks for compliance with instructions and applicable specifications. Makes informal evaluation of the work performance of employees assigned to them and provides feedback to supervisor to be used as basis for performance appraisals. Keeps employees working, maintains discipline, and develops morale. Enforces proper use of safety devices and assures proper use of tools, materials and equipment. Keeps immediate supervisor posted on day-to-day progress of assigned projects and informs them of any unanticipated work delays. Ensures that all deadlines set by supervisor for assigned projects are met. Ensures preventative maintenance documentation is accomplished for work schedule in accordance with established procedures. Perform all the duties normally associated with a journeyman level HV AC & Refrigeration Mechanic, calculates airflow and the pressure-temperature characteristics for different systems; locates and repairs faulty equipment swiftly in order to reduce inoperative time to a minimum; locates trouble before dismantling, and makes repairs which insure proper functioning after assembly. Checks out the refrigeration cycle of a variety of commercial and industrial systems to locate and check elements such as those that control low side and high side pressure; the temperature of the cooling units; the temperatures of the liquid and suction lines; and the running time of the various mechanisms. Examines equipment components visually and audibly for the probability of leaks; and performs prescribed test procedures and explores probable reasons for equipment failure. Identifies faulty equipment causes and makes repairs on large systems that provide for a variety of air conditioning functions such as heating, cooling, humidifying, dehumidifying, cleaning, filtering, and circulating. These systems use a variety of methods of air conditioning such as mechanical compression, vapor compression, absorption, and steam jet or air cycle. Working knowledge of operating principles and characteristics of components and complete systems serviced including electrical troubleshooting, heating and air conditioning theory, operation of a wide variety of air, steam and water temperature, humidity conditioning controls, and temperature control devices. Ability to read and interpret technical directives, blueprints, drawings, sketches, mechanical diagrams, flow diagrams, motors, pumps, valves, variable speed drive motor controllers, cooling tower systems, duct work systems, etc., and electrical schematics to visualize all phases of the work to be performed and to draw upon past experience and other sources for solution of planning problems. Receives guidance from service and parts manuals issued by the various manufacturers, describing their assemblies, components and parts replacements. Selects proper replacement parts and modification kits and identifies materials and mechanisms. The incumbent inspects, tests, troubleshoots, services, maintains, repairs and installs complete central, split, package and window air conditioning systems which provide a wide variety of air handling functions including heating, cooling, humidifying, dehumidifying, cleaning, filtering, ventilating and circulating and leads other mechanics in the accomplishment of that work. The incumbent also inspects, tests, troubleshoots, services, maintains, repairs and installs a wide variety of refrigeration systems and equipment including walk-in/reach-in freezers, ultra-low temperature freezers, walk-in/reach?-in refrigerators, chilled drinking water dispensers, ice making machines, refrigerated food carts, etc., leads other mechanics performing that work. Advises the supervisor daily as to the status of work in progress, unexpected delays, parts requirements, estimated completion times for job assignments, etc. Immediately requests new work assignments from the supervisor as necessary to ensure proper utilization of the work crew. Physical Requirements/Working Conditions: The incumbent is required to regularly perform duties which involve climbing stairs, climbing ladders, kneeling, stooping, bending, reaching, working from scaffolds and catwalks and lifting and carrying heavy objects. Required to wear and work while wearing self-contained breathing apparatus whenever the possibility of exposure to a discharge of refrigerant gases exists. Required to wear and? work while wearing an ? appropriate respirator in areas under respiratory isolation. Required to wear and work while wearing other items of personal protective equipment as necessary. Working Conditions: The incumbent is regularly required to work out of doors on the roofs of buildings exposed to extremes of temperature and inclement weather. Regularly exposed to indoor temperature extremes and required to work with high pressure steam, high pressure water and hot water. Regularly required to perform duties which involve potential exposure to oxygen depleting refrigerant gases, dangerous chemicals, harmful vapors and harmful fumes. Noise levels in the work areas can be high, sometimes requiring the use of hearing protection equipment. Regularly exposed to the possibility of bums, cuts, bruises, scrapes and falls.
