The incumbent serves as a Program Support Assistant in Engineering Service administrative office at the Jesse Brown VA Medical Center. The primary purpose of the position is to assist in the administration of medical center maintenance and repairs program through the Engineering Services work order system. Using knowledge of the maintenance program methods, procedures, scheduling and controls; the incumbent promotes and improves efficiency.

Duties

Incumbent provides full administrative and technical support that involves interactions within and outside of the organization, including other VA Medical Centers, Veterans Integrated Network Systems, VA Central Office and various local, state and national organizations, as well as the public and vendors. In order to work effectively with a wide variety of professional contracts, the incumbent must have a comprehensive and working knowledge of Engineering and be able to react quickly in dealing with abstract and sensitive issues under stringent deadline requirements. The Program Support Assistant is faced with unusual issues that arise within the organization and must rely on his/her experience, knowledge, and sound judgement in order to serve the customer and still function within the service's guidelines. In most instances, their response must be immediate and there is little or no time to use references. The incumbent provides quality customer service, establishes and maintains effective working relationships with Veterans and staff throughout VAMC. The Program Support Assistant is the first person that most staff encounter. The position acts as the primary liaison between the program office and administrative offices throughout the organization. The incumbent performs a wide variety of administrative tasks. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. All non-facility applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS- 6: You must have one year of specialized experience equivalent to at least the next lower grade GS- 5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers; Maintenance of confidentiality of patient/employee information, electronic and print; Medical Center performance improvement program; work and function in the Medical Center in a safe manner, including infection control and the correct operation of equipment; knowledge and understanding of the regulations and procedures related to procurement, government purchase cards and accounting to include knowledge of solicitation and purchasing methods, purchases under established contracts and purchases in the competitive open market; knowledge and understanding of accounting principles and procedures to ensure accuracy of records maintained; knowledge of the terminology, format, content and use of various accounting documents is necessary to ensure proper separation of accounts and maintenance of statistical data; knowledge of automated data processing packages for the purpose of procurement and accounts maintenance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary with occasional walking, bending, standing and carrying of light items, such as reports and files. Work Environment: A great majority of the work is performed at a standard desk in an extremely active office environment with other employees working nearby. The work involves normal risks or discomforts associated with an office environment.
