***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Supervisory Transportation Specialist - Mobility Manager will operate within the scope of the authority of the Hospital Housekeeping Officer and advises VAMC leadership regarding Veterans Health Administration (VHA) directives, policy, Medical Center Memorandums and Standard Operating Procedures concerning patient care travel, Special Mode Transportation and Transportation Service matters to assure efficiency and customer satisfaction, including scheduling of activities, daily monitoring of the operations of the program, measuring outcome of services provided by reviewing and analyzing data, routinely reviewing travel reports generated by the various audit systems, making recommendations for improved transportation efficiencies and effectiveness, reviewing patient satisfaction surveys, performance measures and operational costs. The major duties include but are not limited to: Makes complex decisions which require frequent adjustments to a high traffic, fluid environment; Furnishes program management, oversight, leadership and instruction to employees and volunteers who will be using fleet vehicles and credit cards assigned to those vehicles including but not limited to, VA owned and General Services Administration (GSA) leased; Manages over 80 Fleet Charge Cards belonging to the VA Owned vehicles/120 Fleet Charge Cards belonging to GSA vehicles and adheres to all policies, rules and regulations that govern them and works with Office of Finance with the Fleet Charge Program; Receives, investigates, analyze and responds to all US Bank audits with the requested documentation to Fleet Card Operations; Assures the safe operation and maintenance of yearly fund control government credit cards as well as the government credit cards assigned to the trucks, cars, buses and other equipment fleet; Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc.; Implements organization structures, operating plans and procedures to achieve program goals and determines the need for resources and their appropriate allocation and effectiveness of use; Coordinates the use and oversight of 200 vehicles in 13 locations throughout Long Island, New York locations for all Medical Center Outreach programs (e.g., Social Work, Home Based Primary Care, Recreation, Police, Fire, Ambulance, etc.); Ensures safe transport of over 3,300 Veterans monthly to and from VAMC facilities; Oversees the purchase of all government vehicles to include new acquisitions, vehicle trade-ins and all repairs; Manages the Medical Mobile Units for the Medical Centers Outreach programs and Dual Use Vehicles for the Emergency Management Program; Oversees 50 pieces of equipment requiring safety inspections and oil changes; Ensures higher level vehicle disinfection related to the pandemic; Moves cars to/from other locations for repairs; Budgets for vehicle lease and purchase, bulk fuel and maintenance expenses; Ensures usage specifications, maintenance records and proper use and approvals of 200 fleet charge cards; Ensures the Northport Fleet Program executes all requirements associated with the Presidents Green Initiative for electric government vehicles across the nation; Ensures proper submission of all reports; and, Performs all other duties as assigned. Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience is experience managing a transportation program; managing program activities such as patient transport and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program such as review of outpatient data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, beneficiary travel expenditures, etc.; utilizing effective management strategies; making complex decisions which require frequent adjustments to a high traffic, fluid environment; utilizing effective management strategies; and providing technical/administrative leadership/supervision, instruction and counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the Supervisory Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the Supervisory Transportation Specialist - Mobility Manager position.
