This position serves as Section Chief, Process Improvement & Data Management (PI&DM) and is in the Health Administration Service (HAS) at the Carl Vinson VA Medical Center (CVVAMC), Dublin Ga. The area of oversight includes 33.0 FTEE and covers services of Eligibility and Enrollment, Telephone Operators, Administrative Officers of the Day, Program Application Specialist (AdPacs & PAS), Program Manager, and Program Specialists (Trainer & Outreach).

Duties

This position is a management position under the Office of the Assistant Chief, HAS, Business Operation Section. This position is an Emergency Essential Position. Incumbent must be available to be recalled in an emergency or disaster situation to assist with administrative leadership support to the facility. This position's responsibility is to be knowledgeable and able to process all administrative programs under their direct control. (1) Program Manager GS-1001-11, (1) Management and Program Analyst GS-0343-11, (2) Program Specialist (Trainers) GS-0301/0303-9; (1) Program Application Specialist; (1) Medical Administration Specialist (Outreach) (1) Supervisor Medical Administrative Specialist (HE&PS) GS-0301-9, and (2) Program Support Assistants GS-0303-5/7. This includes six (6) Community Based Outpatient Clinics (CBOC) and (1) Annex and our 49-county catchment area servicing over 47,000 Veterans and over 200,000 appointments annually. CVVAMC is currently servicing 340 beds for medical and surgical patients, 161 community-living center beds (formerly Nursing Home) and 145 Domiciliary beds for residential treatment programs. Services include Primary Care, Cardiology, Pulmonology, Audiology, Optometry, Podiatry, Home-Based Primary Care, HUD-VASH, Social Work, Physical Therapy, Palliative Care, Pharmacy, Mental Health, and an Urgent Care Center. As Section Chief, PI&DM, incumbent operates autonomously in the management of programs under their authority to maintain continuity of administrative functions and ensure full medical administrative support to clinical and administrative staff. This position will manage eligibility and enrollment of Veterans into the VA Healthcare Service, the My Health eVet Program, HAS Training program, data and processing and Outreach activities; Patients' Funds, valuables, and personal effects during weekends, holidays, and evening hours (WHEN); Decedent Affairs for patient's deaths occurring in Carl Vinson VA Medical Center in accordance with State laws and regulations; Gains and Losses for the medical facility, Outreach activities for Carl Vinson VA Medical Center catchment area of 49 counties. This position also serves as the technical guidance expert to meet procedural, legal, and administrative requirements as it relates to healthcare and treatment of patients while maintaining optimum use of available resources. Incumbent must have a broad knowledge of Federal Regulations, CFR, Directives, Medical Center Memorandums, and Publications to ensure accurate information is being communicated to staff and Veterans. Performs other related duties as required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsibility for organizing, planning, directing and controlling programs aligned under their area of oversight that includes but not limited to; Outreach activities, eligibility, SOPs, incoming calls, customer service, analyzing data; Develop performance standards, writes position descriptions, completes annual performance appraises, prepares discipline actions, prepares awards, interviews and hire, and evaluates data for performance; Ability to data mine for data related to appointments, consults/referrals, insurance capture, Eligibility and Enrollment productivity and outreach; Applies effective management techniques designed to ensure maximum and efficient utilization of personnel, reduction cost, elimination of waste and overlapping of services, improvement of operations, and development of goals and annual reports. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work will require some walking, bending, stooping, standing, stretching and carrying objects such as files/binders and lifting moderately heavy equipment or other items weighing less than 20 pounds such as Tandberg video equipment or VA informational brochures. The position requires travel (primarily within the facility geographic area) involving day trips, with occasional overnight trips. Work also requires spending time performing keyboarding duties and speaking on the phone for extended periods of time.
