This position is located at the VA Caribbean Healthcare System performing multiple tasks and other duties classified as simple to complex within the Phlebotomy Section located in Mayaguez, PR.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** NOTE: This is a part-time position (20 hours/week). The salary listed represents full-time employment and will be pro-rated based on the actual number of hours worked each pay-period. Likewise, benefits and time-off accrual will also be prorated and based on your part-time work schedule. Major duties: Performs blood and body fluids collections for a wide range of diagnostic laboratory tests and labeling of specimens for the laboratory. Performs routine repetitive diagnostic procedures such as venipuncture for collection of blood specimens and collection/acceptance of other body fluids such as urine or semen. Uses proper sterile techniques for collection of samples and ensures and verifies correct labeling and patient identification. Records test time and intervals as appropriate and processes and assures proper storage and handling of specimens. Adheres to safety, infection control, and universal precautions at all times while drawing blood or performing testing. Uses hospital computer system to perform routine work such as, reviewing and accepting laboratory orders, entering test accessions and gathering information required to complete assigned duties. Reviews laboratory orders and verifies that the proper tubes are used and the correct amount of blood is drawn. Assists patients, visitors and others requesting information, guidance or referral for special assistance. Receives and accessions requests for testing into the laboratory computer system. Functions as a resource person for other non-laboratory personnel on specimen collection requirements and patient preparation for any laboratory test request. Establishes priorities for emergent orders and notifies technologists of impending work. Maintains records for routine patient tests or laboratory transactions. Receives samples into the laboratory and processes them for testing, labels and transmits specimens, test results and other records. Verifies identifiers such as patient identification, time of sample, type of test requested. Identifies unusual conditions and discrepancies, which may cause erroneous test results. Enters data in control records and verifies sample transport requirements for a variety of laboratory tests, including cultures, biopsies, etc. Perform all duties as assigned. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. Because this position is located in Puerto Rico, applicants must also be proficient in basic written and spoken Spanish. The hiring facility will interview or test to evaluate the applicant's ability to write and speak in English and Spanish. To qualify for this position at the GS-04 level, you must meet the following requirements: EXPERIENCE: You must have at least six (6) months of general experience, and six (6) months of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. General Experience is: (1) Any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized experience is: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for the position to be filled.(DETAILED RESUME REQUIRED: This experience must be supported by your resume and must include job title, duties, month and year start/end dates AND hour worked per week to be creditable.) ~OR~ EDUCATION: Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. (TRANSCRIPTS REQUIRED) ~OR~ COMBINATION: Equivalent combination of experience and education as (stated above) to meet total experience. To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. (TRANSCRIPTS REQUIRED) ~AND~ This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. ? The Selective Placement Factor for this position is: Experience performing phlebotomy/blood draws on human patients.
