About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command at Fort Meade, Maryland.
Duties
Analyzes HR issues to develop alternative solutions for command.
Utilizes expert knowledge to integrate multiple civilian personnel functions such as performance management, employee benefits, entitlement, incentives and allowances for organization.
Interprets laws, regulations, policies and procedures to develop guidance on appropriate course of actions.
Serves as action officer for matter relating to performance management for command.
Plans work to be accomplished by a small team of HR subordinates, setting, and adjusting short-term priorities and preparing schedules for completion of work.
Identifies developmental and training needs of employees to teach new and old system.
Responds to difficult issues involving complex personnel projects and problems that require expert advice and authoritative policy interpretations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 10% of the time.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by: applying expertise of Federal and Army human resources policies, rules and regulations to a wide range of human resources programs and areas, advising senior leaders on potential courses of action to tackle complex personnel problems and projects, utilizing Army civilian systems and processes for performing HR actions from the manager and HR professional role, and leading teams, directing HR work performed by team members and evaluating the work of others to ensure it meets requirements and standards.
