About the Position: Located in the Assistant Chief of Staff, Department of Special Assistants, Office of the Chief. Incumbent is eligible for situational telework, including emergency and OPM prescribed "unscheduled" telework. Duties involve a wide variety of administrative specialty areas such as recommending procedures on budget, civilian personnel, travel, organizational and administrative policy matters, space management, and recommending possible avenues of approach.

Duties

Serves as the liaison on administrative matters to the hospital Command Group and other Command leaders. Conduct briefings to senior leadership as well as interpret, and disseminate guidance to subordinate personnel. Establishes and implements in coordination with subordinate administrative personnel long and short term policies and budget execution plan. Advises organizational leadership on manpower utilization, workflow and operational proceduresto increase efficiency and productivity and/or otherwise improve the operation of the Command. Manages the Commands time and attendance system, including timecards and workload accounting systems. Directs the Command?s financial management program, including appropriated funds, grants and gifts. Identifies mission requirements and assists the Command in developing the mostv economically effective means of achievement using program and data and analysis. Serves as the Command?s control officer and the Command?s principal advisor for property maintenance and management. Responds to requests for administrative and budget reports. Generates, consolidates, synthesizes and presents, usually in written form, encompassing a wide-range of data. Provides advice, counsel, and instruction to subordinate personnel on technical and administrative matters affecting the successful completion the organizations mission, short and long range goals, and objectives. Establishes workload priorities and initiates assignments based on difficulty, complexity, type of work, and employee capabilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to have tuberculosis testing.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes performing a full range of executive administrative functions, providing technical and administrative direction in accordance with published regulations, procedures and policies; providing guidance on awards, knowledge management and operational support; advises leadership on budget, manpower and financial management process; manages time and attendance systems and workload accounting systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: LeadershipOral CommunicationOrganizational AwarenessPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
