About the Position: erves as the Program Guidance Branch (PGB) Chief. Supervises the Plans, Programs, Policy, Funds Management, Civilian Pay, Reports & Audit Compliance, Financial Management Tool and Data Analytics Integration operations within the Program Guidance Branch (PGB).
Duties
Oversee the Plans, programs, policy development, funds management, civilian payroll execution, pertinent reports and audit compliance of all assigned appropriations and programs of activities within the Program Guidance Branch.
Review of the Headquarters Five Year Program Document which serves as references and guides preliminary to the formal preparation and submission of estimates for the budget and program years.
Formulate the assigned portion of the Headquarters Command Operating Budget to include preparation of written policies and program and budget guidance to commands and Directorates.
Analyze Budget year and Program Objective Memorandum (POM) year submissions for budget and procurement requirements. Assists program directors in relating their objectives to available funding.
Monitor execution of current year budget which involves resolution of funding programs surfaced during formulation that may or may not have been fixed by Operations Support Division (OSD) and/or Headquarters.
Requirements
- Employee is required to obtain and maintain SECRET Clearance.
- Frequent travel is required, at times for an extended period of 25% or more. Also requires travel to Latin American countries.
- In accordance with AR 690-11, this position has been designated as ?Key? and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
- One-year supervisory probationary period may be required.

Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: Monitoring the execution of current year budget which involves resolution of funding programs that may have surfaced during formulation; Analyzing budget year and program objectives memorandum for year end submissions; Overseeing funds management, civilian payroll execution, reports and audit compliance for all assigned appropriations utilizing current policies and guidance and Examining funds received from HQDA to determine the need for adjustments to requirement and/or submission of a request for additional resources.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
