This position is for an Explosive Ordnance Disposal Technician, Position Description Number D1673000 located in 116th CES Squadron, Robins AFB, GA. This is a full-time, Excepted Indefinite Not To Exceed 2 years, dual status position which requires Georgia Air National Guard Membership. Position is Indefinite however, may convert to permanent without further competition. Area of Consideration: Current members of the Georgia Air National Guard.

Duties

As an Explosive Ordnance Disposal Technician, WG-6501-12, you will: Manages and directs the EOD Flight functions. Plans, develops, and publishes local EOD policies and procedures within established local controls and those of higher command echelons. Ensures timely, effective, and complete accomplishment of all mission requirements. Independently determines appropriate maintenance procedures such as how and when work should be accomplished. Provides administrative and technical direction and supervision to one or more subordinate technician(s) and drill status guardsmen (DSG). Provides recommendations and input to the supervisor concerning personnel actions. Interviews and participates in selecting applicants for subordinate positions under direction of the Base Civil Engineer. Establishes EOD work performance standards and annual performance evaluations for the Base Civil Engineer. Initiates disciplinary and promotion actions for subordinate(s). Initiates and reviews recommendations for performance awards. Approves sick and annual leave. Counsels subordinate(s), explains personnel policies, hears grievances, and resolves work issues. Plans and lays out work to be accomplished in the EOD flight both by the incumbent and lower graded worker(s). Determines approaches, methods, and courses of action required to accomplish the mission of the function in an effective and efficient manner. Estimates time, equipment, and material requirements. Prepares cost estimates and financial needs for the EOD Flight; reviews military and civilian manpower requirements, facility and equipment needs, military contingency requirements, and operability needs for assigned tasks to meet flight requirements. Ensures the EOD Flight is organized, trained, and equipped for worldwide contingency deployment and all base support requirements to include; Survival Recovery Center Operations, unexploded ordnance render safe procedures and disposal. Develops and provides plans and coordinates with Federal, state, and local authorities as well as with other base organizations in combating criminal and terrorist devices to include Weapons of Mass Destruction (WMD). Provides technical intelligence by exploiting unknown weapons systems and devices for world-wide dissemination to other EOD organizations and the FBI Bomb Data Center, as required. This includes assigning initial security classifications and any derivative classifications to materials and accompanying data; and planning for and coordinating with organizations to provide a major accident response capability for on and off base DoD and non-DoD incidents involving aircraft, explosive ordnance and hazardous materials. Provides safety oversight for over 1000 employees of the wing regarding weapons safety issues, munitions familiarization, explosive ordnance reconnaissance, base recovery after attack, bomb threats, bomb discoveries, etc. Establishes, develops, coordinates, and reviews base-wide educational and awareness programs. Plans and conducts informative public awareness seminars for Federal, state and local civilian law enforcement personnel/agencies. Plans and establishes local procedures for protection of high-risk munitions during off-base movements. Develops local procedures for the protection, reproduction, and destruction of classified documents and components to include COMSEC. Plans, develops, and reviews procedures in group/wing level instruction to provide guidance in EOD Response Procedures and Assistance to Civil Authorities. Assigns, evaluates and reviews lesson plans prepared by subordinates on methods and procedures of operation for which the flight is responsible. Determines overall equipment, material, training aids, and reference data needed and ensures they are available for unit training assemblies (UTA). Reviews and certifies training records, and evaluates training effectiveness. Recommends formal training and rotation of assignments, where necessary, to raise skill levels and experience of assigned guardsmen. Plans and prepares readiness evaluations as required by higher headquarters. Develops processes for and continually reviews methods and procedures to ensure all Unit Type Code (UTC) tasking is met for contingency purposes. Ensures that specialized tools and equipment are available to accomplish assigned tasks. Determines the need for and requisitions equipment, specialized tools, personal equipment, and supplies to support the unit function. Prepares and submits annual and five-year munitions forecasts for three separate munitions accounts. Maintains and continually reviews custody and expenditure records to ensure required explosives are on hand for training, operational and contingency plans. Ensures occupational safety and fire prevention measures are continually reviewed and updated for compliance and directing corrective actions as required. Perform other duties as assigned.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Experience planning work sequences and determining the requirements for serviceability of equipment, and knows the impact of repairs on related integral devices. Experience interpreting technical publications with the ability to assist subordinates or other employees in interpreting technical publications applicable to the detection, identification and destruction of numerous types of explosives and toxic materials. Physical Effort: The work may require some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items. Frequently lifts and carries items weighing up to 100 pounds. The work may require above average agility and dexterity to accomplish tasks while wearing specialized safety equipment. Working Conditions: The work environment typically involves the everyday risks or discomforts requiring normal safety precautions typical of such places as offices, meeting rooms, libraries, etc. The work area is adequately heated, lighted and ventilated. This position involves high risks with exposure to potentially dangerous situations and unusual environmental stresses requiring the use of a wide range of safety precautions and protective measures and equipment during situations where conditions cannot be controlled. These include providing technical advice and assistance during emergency responses to criminal or terrorist improvised explosive devices, weapons of mass destruction, hazardous/explosive materials, damaged munitions, aircraft mishaps, etc.
