Serve as a Staff Assistant for the Primary Care Service in the Bay Pines VA Healthcare System by providing direct support to the Chief, Primary
Care Service and Chief Medical Officer, Northern CBOCs in assuring that service level goals and objectives are being accomplished.
Duties
Major duties include, but are not limited to:
Serve as the performance improvement coordinator for the Bay Pines and Northern CBOCs for data monitoring and analysis, and reporting to the Bay Pines and Northern CBOCs.
Responsible for aligning the facility outpatient flow goals/objectives with the VISN and National objectives.
Serve as the Primary ADPAC for the Bay Pines Medical Center and Northern CBOCs.
Plan, review, and/or revise policies and procedures that impact outpatient flow in the Bay Pines and Northern CBOCs.
Participates in the development and documentation of long- and short- range planning efforts and works collaboratively with Medical Center's managers. and discipline-specific functional area professional and clinical leaders.
Promotes collaborative working relationships, creative problem solving, and flexibility.
Participates in all new outpatient flow initiatives and prepares status reports.
Provides advice on how provided services can assist in accomplishing their missions and programs.
Works with services to develop program specific report cards for objectively tracking clinic progress.
Participates in the overall administrative decision-making, policy development and resource management of the Primary Care Service.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for a GS-09 position:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: collecting, compiling, and tracking projects; reviewing and recommending improvements to organizational structure, processes, and/or procedures; providing information and analysis for short and long-range planning regarding changes in functions; assists in development of improved automated managerial reports and reporting techniques.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education or LL.B. or J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting analytical reviews, audits, and completed reports on findings; Performing data analysis using software programs to analyze and prepare reports; plan arrangements for meetings; develop agendas, program materials, and handouts; applying government policies, procedures, and directives while interpreting data; and completing administrative assignments and duties in an office environment.

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
