THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR (TITLE 32), Position Description Number D1296000 and is part of the IL CSMS 1, National Guard.

Duties

As a SURFACE MAINTENANCE MECHANIC SUPERVISOR (TITLE 32), WS-5801-14, you will serve as a Full Assistant to a supervisor who has responsibility for providing overall direction and coordination of subordinate work activities and functions. Major Duties - This is NOT an all-inclusive list: Prepare for and participate in various types of readiness evaluations, inspections, mobilization and command support exercises. Develop, publish, and ensure employee compliance with standing operating procedures for the activity supervised. Implement and comply with agency, state, and Federal regulatory Occupational Safety and Health, and environmental requirements Ensure all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implement procedures to account for real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and Federal regulations and policies. Assign and explain work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintain balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Review and analyze work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems by recommending corrective action to superiors. Participate with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluate work operations and reviews completed work and inspection reports to assure that standards are met. Develop and establish internal procedures (e.g., meetings, content, and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities, organizations, and personnel supervised. Provide direct input or participate in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Plan the allocation of resources and the distribution of work to subordinate supervisors, and determine the internal plan to be followed by subordinate supervisors in applying those resources to accomplish work operations. Participate fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specification requirements, work techniques, and standards; revision of organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and workflow.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Warrant Officer - Minimum/Maximum Rank of CW4 GENERAL EXPERIENCE: MUST possess experience or training which demonstrates the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: WS-14 Level MUST possess, in addition to the journeyman level knowledge, at least 36 months experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel; experience which required the review of work requirements and establish priorities to meet deadlines; experience that provided knowledge of various lines of work performed by this function. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; experience in adapting existing equipment and techniques to new situations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
