This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13. You will serve as an onsite torpedo project engineer supporting the Undersea Weapons Program Office (PMS404) within the Office of the Customer Advocate, Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO) Support Branch (Code 0CA2) of the Naval Undersea Warfare Center Division Newport.

Duties

You will perform a variety of engineering tasks involving research, design, development, acquisition, Test and Evaluation, and in-service support for torpedo systems. You will provide expert engineering and technical management advice and consultation as well as coordinating, planning and reviewing assigned program activities. You will support the Program Manager (PM) and Assistant Program Managers (APM) in the formulation, definition and modification of project objectives and requirements. You will perform engineering assessments and analyses, and provide recommendations to influence project activities, proposals, and overall direction of work. You will provide technical expertise in support of project execution and assessment; evaluate feasibility of new concepts and principles and make technical recommendations on proposed implementation. You will identify and actively track integrated project schedules. You will work collaboratively with technical personnel from within and outside the agency (Warfare Centers, University Affiliated Research Centers, industry, and others). You will serve as the technical lead and subject matter expert representing PMS 404 with various activities and program offices for system engineering efforts, hardware and software development, integration, and system documentation. You will provide technical advice to Navy management (including flag level) and technical personnel, other agencies, and private organizations. You will make formal presentations and write technical reports and papers on complex engineering issues and/or programmatic concerns associated with PMS404's torpedo projects. You will help identify project risks and risk mitigation alternatives in accordance with program office guidance. You will interface with government contracting agencies and provide contracting and contracts management support. You will perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's Representative Instruction (20% of time allocated for COR duties).

• The 1550 series is a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 632 (Systems Developer) at the Intermediate level within 12 months of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

• Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
• Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
