This position is located within the Health Information Management Department of the Phoenix Indian Medical Center, in Phoenix, AZ. Incumbent serves as a Lead Medical Records Technician and is responsible for a full range of technical medical record functions. Responsible for guidance, educating and training related to the ROI (Release of lnformation) under the rules and regulations of the Health Insurance Portability and Accountability Act. Reports to the Chief of Health Information Management.

Duties

Distributes and balances the workload among the employees in accordance with established work flow or job specialization, assures timely accomplishment of the assigned workload, and assures that each employee has enough work to keep busy. Keeps in touch with the status and progress of work, and makes day to day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Serves as Medical Information/Correspondence Technician assisting patients, health care providers, insurance companies, attorneys and other health care facilities providing current and historical medical records and other pertinent patient data as requested through the Health Insurance Portability and Accountability Act (HIPAA), Privacy Act (PA), Freedom of Information Act (FOIA) and Federal Medical Recovery Act (FMRA). Processes request for release of medical information utilizing the RPMS and the Electronic Health Record (EHR) to research and collect patient data so that the request is in accordance with federal rules and regulations. Receives and completes death certificates and fetal death certificates obtaining physician signature and medical diagnosis following the State of Arizona's Vital Statistics rules and regulations.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS, GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Provide leadership to subordinate staff to include workload assignment, training, orientating new staff, inspecting work; assist in the overall operation of a Medical Record program; develop, direct, and evaluate procedures for filing of medical records/reports; review and analyze clinical records; apply diagnostic/ICD-CPT codes; assist in research projects. SELECTIVE PLACEMENT FACTOR: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of the particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration. (Must provide a copy of your certification with your application). Must possess Certification by the American Health Information Management Association (AHIMA) as a Registered Health Information Technician (RHIT), Certified Coding Specialist (CCS), or Certified Coding Associate (CCA); or by the American Academy of Professional Coders (AAPC) as a Certified Professional Coder (CPC); and must demonstrate proficiency in these necessary skills in assigning and sequencing ICD-9-CM (ICD-10-CM)/CPT/HCPCS codes to medical data and procedures. Typing Proficiency Requirement In addition to meeting experience requirements, applicants for these positions must show possession of the following typing skill. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. You must be able to type 40 words per minute based on a 5-minute sample with three or fewer errors. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
