The Health System Administrator will serve as the Associate Director for Operations and has full responsibility for designated services and sections of the West Palm Beach VA Healthcare System. This position is a member of the Executive Leadership Team and as such, works on a day-to-day basis in partnership with the Executive Director, Deputy Executive Director, Chief of Staff, Associate Director for Patient Care Services, and Assistant Director.

Duties

This Job Opportunity NTE 1 year may result in a detail or temporary promotion which may become permanent without further competition. The Health System Administrator (Associate Director) is responsible for the direction and coordination of administrative activities throughout the Healthcare System. This includes full participation on a daily basis in top management discussions, decisions, and policy-making activities. This encompasses authority to change internal procedure, workflow, sequence of operations, and allocation of space and resources necessary to produce needed or improved service. Costs associated with salary transfers, travel, and per diem will be covered by the West Palm Beach VAHCS within travel regulations. Duties include, but are not limited to: Provides general program direction to Service Chiefs under his/her supervision (Facilities Management, Health Administration Service, Nutrition and Food Service, Pharmacy, and Environmental Management Service, etc.). Ensures compliance with administrative Joint Commission and other regulatory agency accreditation requirements and recommendations. Develops and implements personnel policies affecting all employees and employee groups. Develops and executes obligation plans for personnel, equipment, supplies, and services. Ensures fair, equitable, and consistent application of all personnel policies. Establishes and maintains good relations with various groups, organizations, and institutions, including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, Unions, and Congressional offices. Develops and coordinates internal review systems to ensure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups, and higher agency authorities. Oversees direction and operational management of the healthcare system. Maintains authority and leadership responsibility for facility operations and for leading and coordinating administrative support operations. Participates on a day-to-day basis in top level Executive discussions, decisions, policy making and actions and of all clinical matters impacting patient care. Develops and coordinates positions with stakeholders and makes program execution decisions that affect or determine long range courses of action of critical importance. Develops and maintains cooperative and harmonious relationships with groups, organizations and other health care providers in the local community, and at the state, VISN and national level as indicated. Provides timely and responsive decisions to union(s) and their members on complaints and grievances and ensures that supervisors are familiar with the negotiated agreement. Deals with general personnel management policy matters affecting the facility, involving such matters as: initiating appropriate personnel actions when indicated; resolving differences between key management officials at the facility; and identifying and resolving problems which may inhibit accomplishing the facility's patient care mission and public policy objectives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: The 0670 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet the pre-determined Education or Experience Individual Occupational Requirement below as set by Office of Personnel Management (OPM). 1. Undergraduate and Graduate Education in a Major study of: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. 2. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; and Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. 3. Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative polices and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-15 Grade Level Requirement Specialized Experience: In addition to the Time-in-grade and Individual Occupation Requirement above, you must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Qualifying Specialized experience includes: In-depth knowledge as well as special skills in administration and health care systems management which have enabled him/her to effectively carry out various management aspects of as Associate Director position. Developing and presenting recommendations and actions that contribute to the development of the functional efficiency of a healthcare system. Analyzing and competing executive demands on resources. Maintaining abreast of new and existing health care technology and administrative concepts and analyze them with the overall needs of the healthcare system in mind. Expert knowledge of computer operations and specific knowledge of computer applications used within the VA. Must be able to analyze complex problems and present both written and oral recommendations and reports.
