This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019. This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent will be responsible for planning, coordinating, executing, and analyzing accounting of annual and multi-year appropriations within the Joint Staff.

Duties

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019. As a FINANCIAL MANAGEMENT ANALYST at the GS-0501-13 some of your typical work assignments may include: Provides resource management support to the combatant commanders, world-wide; JS Directorates; military departments; and defense-wide agencies. Serves as an advisor to management on financial and budgetary issues and analyses. Lead efforts that pertain to the planning, programming, formulating, presenting, and justifying of accounting records, budgetary reports, and other related-financial-related data. Prepares detailed reports and financial data used to support the annual congressional budget justifications. Reviews and analyzes resource management programs an systems for accuracy and compliance with federal and DoD regulations. Operates and monitors established JS Comptroller financial system (DAI) to ensure transactions are coded and entered in a format appropriate to the United States Standard General Ledger and standard financial information structure. Ensures JS Comptroller office business practices comply with applicable fiscal law, financial management regulations, DoD directives, chairman of the Joint chiefs of Staff instructions, and JS instructions.

Qualifications

You may qualify at the GS -13 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applies, the theories, concepts, principles, and practices of financial management programs to resolve financial and budgetary problems and policy issues. Utilizes knowledge of Federal and DoD budgetary policies, procedures to perform analyses and proposes solutions to financial-related issues. Develops budgetary and financial management operating procedures/policies and systems guidance. Operates Defense Agencies Initiative (DAI) and Planning, Programming, Budgeting, and Execution (PPBE) or similar systems to ensure budgetary legislative processes and established financial plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
