About the Position: This is a Program Manager position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Engineering and Construction Division. Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of 5 years and may be made permanent without further competition.

Duties

Responsible for exercising management and operational control over the overall procurement planning and acquisition of a multi- million-dollar program. Develop courses of action (COAs) for enterprise-level solutions to brief to senior leaders for approval and then implements those COAs in support of the various sub-programs and projects within the overall program. Provide guidance, direction, and assistance in shaping, implementing, and communicating the acquisition strategy and overall mission implementation methods within the organization, and to its external customer, . Manage a variety of special, one-of-a-kind, nation-wide services, design, and construction acquisition programs critical to the accomplishment of the COS mission. Attend meetings with appropriate agency officials, Architect Engineer (A/E's), contractors and representatives to discuss and/or resolve problems, which may arise with respect to acquisition strategies. Serve as a senior adviser to resolve/review/discuss changes outside the scope of the specific mission.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Incumbent is required to travel TDY up to 25%.
  • This is a supervisory position; incumbent may be required to complete a 1-year Supervisory probationary period.

Specialized Experience: One year of specialized experience which includes: 1) Overseeing management and operational controls of the planning, design, and construction aspects of major Civil Works and Military projects. AND 2) Ensuring compliance with guidance, laws, regulations, and policy for assigned construction programs and projects. AND 3) Establishing short- and long-term program and/or project plans and objectives for construction acquisition projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyAdministration and ManagementOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
