Technical advisor responsible for program development/implementation. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments but do not provide work on a year-round basis. You will work approximately eleven months and you will be in a non-pay status for the month of April. Open to the first 50 applicants or until 07/24/2023 whichever comes first. Duties

Plan and implement monitoring projects for climate/weather, soundscapes, and air quality to address management and research questions about impacts from climate change, noise, and air pollution. Install, use, and maintain a variety of different types of monitoring equipment in remote locations. Download, error check, manage, store, document, and analyze data from monitoring equipment on a regular schedule. Perform a variety of tasks related to storing, preparing, and analyzing spatial data in a Geographic Information System (GIS) and collecting spatial data with mobile mapping devices. Prepare written reports summarizing annual accomplishments and translate scientific and technical information into understandable concepts for diverse audiences.

Qualifications

All qualifications must be met by the closing date of this announcement-07/24/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement: Basic Requirements: Bachelor of Science (or higher) degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- Combination of education and experience in one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. -AND - EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: following data collection protocols in the field to monitor natural resources and maintaining monitoring equipment; contributing to summary reports that explain the results of natural resource monitoring projects; assisting with research through literature review, fieldwork, or onsite studies about natural resources of a park or habitat area; using spatial data in a geographic information system (GIS) to analyze and document results. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate level degree in physical science, physics, chemistry, or related disciplines appropriate to this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of 18 semester hours can be used in combination to qualify. You must include transcripts. To qualify for this position at the GS-011 grade level, you must possess all of the following minimum qualifications by close of the announcement: Basic Requirements: Bachelor of Science (or higher) degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- Combination of education and experience in one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. -AND- EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: physical science activities related to geology, soils, soundscapes, hydrology, hydrogeology, air quality, climate, etc., such as: developing and preparing portions of resource management plans related to the physical sciences; preparation of specific action plans; identifying research needs, preparing proposals, and oversight of research; designing, developing, testing, and implementing scientific monitoring protocols; developing scientifically credible protection, mitigation, and restoration projects; developing and carrying out statistically valid data collection protocols; using spatial data in a geographic information system (GIS) to analyze and document results. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in physical science, physics, chemistry, or related disciplines appropriate to this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of 36 semester hours can be used in combination to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
