THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE BARGAINING UNIT POSITION.
This National Guard position is for a PAINTER, Position Description Number D2127000 and is part of the Montana Army National Guard, J4 - CSMS. (A copy of the Position Description can be obtained from HRO upon request.)

Duties
This position is located in the Joint Forces Headquarters-State, Logistics Directorate (G-4), Surface Maintenance Facility. The primary purpose of this position is to prepare and apply coating materials such as paints, varnishes, and rust proofing compounds on stationary and mobile equipment and on combat, tactical, and commercial vehicles.
Prepares surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles. Fills in holes and dents using body fillers and hardeners. Sands and evens out dents and scars to assure a smooth and level surface using sanders, scrapers, sandpaper, hand tools, wire brushes, and paint remover. Applies coatings to specified areas ensuring the surfaces are free from skips, runs, and drips. Applies rustproof compound to areas such as splash panels, quarter panels, seams structural members, and underbody construction. Applies coatings using brushes, rollers, and spray paint equipment.
Prepares coating materials using guidelines set by the manufacturer, by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives) needed for the different coatings to work properly and achieve the necessary surface appearance. Uses measuring equipment (i.e., Zhan cup) to achieve the proper viscosity and thickness for applying the coatings. Applies prime, intermediate and final coats of semi-gloss, gloss and other paint, lacquer, enamel, varnish and shellac. Ensures that match, texture and appearance meet finish requirements. Replaces and applies markings/lettering as specified by appropriate manuals.
Applies coatings using acceptable methods of the trade to include special finishing techniques to achieve desired results. Reads and interprets blueprints when applying camouflage patterns. Replaces markings and letterings as specified by the appropriate manuals. Reads and interprets directions that relate to mixture, use, and application of various kinds of coating materials, solvents, and precoating agents.
Monitors and adjusts air pressures in paint booth, controls heat settings and drying times in drying booth to achieve proper surface adhesion of coatings. Completes records for paint usage and paint waste as per environmental regulations.
Applies Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions. Manages workflow into the paint shop as assigned by the supervisor. Determines what jobs can be done in a series or if items need to be completed alone. Confers with the customer when needed to best achieve the desired results. Cleans and maintains painting equipment.
Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
Military Grades: E1 - CW2
GENERAL EXPERIENCE:
Must possess experience or training which demonstrates the candidate's knowledge of surface preparation (removal of rust, dirt, paint, etc.); coating methods (brushing, rolling, and spraying); and coating materials (paints, varnishes, shellacs, etc). Must have the ability to use tools and equipment associated with the painting trade and to read and interpret directions.
SPECIALIZED EXPERIENCE:
Must possess 18 months experience or training which demonstrates the candidate's knowledge of any surface preparation and coating methods and techniques. Skill in building up, shaping, and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; obtain finely smoothed surfaces with abrasive compounds, pumice, and rottenstone; even out dents and scars by burning-in processes; and treat surfaces with pre-coating agents.
PLACEMENT STATUS/TENURE OF SELECTEE:
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 permanent selectees only: This is an obligated position. If a permanent employee in the Title 32 Excepted civil service accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 32 position.
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 Indefinite selectees only: This is an obligated position. If an indefinite employee (tenure 3) in the Title 32 Excepted civil service accepts this position, he/she will retain their indefinite status AND may return to their previous Title 32 indefinite position if it is still available.
INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position. If an on-board employee in the Title 5 excepted civil service accepts this position, he/she will convert to a T32 indefinite appointment (tenure 3). This employee will have no reemployment rights to their previous T5 position.
INDEFINITE APPOINTMENT - State National Guard Members (includes T32 NTE employees and MTNG members not currently a federal employee): This is an obligated position. Selectee will be appointed as an indefinite employee (tenure 3).
