THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for aFIRE CHIEF, Position Description Number T6317000 and is part of the ND 119 Civil Engineering Squadron, National Guard.

Duties

As a Fire Chief you will, serve as the Fire Chief responsible for the overall management and supervision of the fire protection/crash rescue and fire prevention program for the facility. Plans, organizes, and oversees the activities of the Fire Protection Flight. Establishes, develops, and maintains effective working relationships with personnel, manpower, other staff officials, and municipal and other federal fire departments. Assumes incident command at crashes, fire, or emergency situations, directing activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Exercises supervisory personnel management responsibilities.

• Participation in direct deposition is mandatory.
• You must be able to obtain and maintain a secret security clearance.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Spe 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• The incumbent of this position must be certified by the DoD Firefighter Certification system as Fire Officer IV, Fire Instructor II, Fire Inspector II, HAZMAT Incident Commander, and Airport Firefighter.
• May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines.
• May require travel in military and/or commercial aircraft to perform temporary duty assignments.
• The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver?s license is mandatory.
• This position is designed as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. SPECIALIZED EXPERIENCE: least 1 year of experience as a GS 09 or private sector equivalent; Such duties include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; (6) developing, implementing, or providing training in fire protection and prevention; (7) firefighting and fire prevention theory and techniques; (8) fixed and mobile firefighting equipment operation; (9) planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) performing emergency medical services. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
