The primary purpose of the position is to perform duties as Executive Secretary for the Office of the Chief and Deputy Chief of Staff who are integral members of the Executive Leadership Team of the VA Southern Nevada Healthcare System. These offices report directly to the Medical Center Director and oversee the administrative functions of the medical center.

Duties

Major duties include, but are not limited to the following: The incumbent manages the day-to-day activities of the Chief and Deputy Chief of Staff. Screens all calls and visitors, answering most questions and completing most business issues/concerns involving established policy or routine matters without referring individuals to the Chief and Deputy Chief of Staff. Reviews all correspondence and other inquiries received by the Chief and Deputy Chief of Staff Offices and determines which ones must be brought to the immediate attention of the Chief and Deputy Chief of Staff and which ones may be handled as a matter of routine. Arranges meetings, conferences and special events/visits for the Chief and Deputy Chief of Staff. Accumulates and organizes information for the Office of the Chief of Staff required for evaluating programs and their requirements, making presentations pertaining to the needs of the Chief and Deputy Chief of Staff. Develops spreadsheets, graphs, and computer presentations to assist in displaying information. Compiles reports, plans, and studies for publication to a large audience. The incumbent ensures that practices and procedures used by the secretaries in subordinate offices are consistent with those of the Executive Office. The incumbent assesses existing and future computer equipment needs for Chief of Staff Office; reviews and coordinates administrative and clinical package enhancements, upgrades, maintenance and amendments to programs; evaluates all requests for access to computerized data within the Service; completes Computer User Access Notice; assigns correct primary menus to new users and obtains approvals from the Service Chief and Information Security Officer. Performs operating program analysis. The incumbent acts as the Office of the Chief of Staff travel clerk, preparing travel orders, authorizations, vouchers, budget submissions to the Employee Travel office. Incumbent will maintain a working file of employees performing temporary duty or permanent duty travel. Work Schedule: Monday to Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Typing Requirement: Must be able to type 80 words per minute (WPM). You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepare and respond to inquiries and correspondences. Knowledge of clerical and administrative functions. Skill in developing and presenting information to subordinate level secretaries in groups and individually in administrative and secretarial matters such as directives, reports, policies, procedures, and other matters of interest. Skills utilizing automated systems. Knowledge of word processing procedures and functions (i.e., storing and retrieving electronic documents and files, activating printer, inserting and deleting text, formatting letters, reports and memoranda and transmitting and receiving e-mail). Ability to develop and edit spreadsheets (Excel) to graphically display data (i.e., workload statistics, staffing levels, and other service/organizational data). Ability to develop and edit presentations (MS PowerPoint) to prepare visual presentations. Knowledge of grammar, spelling, punctuation, capitalization, medical terminology and all required correspondence formats. You will be rated on the following Competencies for this position: ClericalComputer SkillsCustomer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. A minimum amount of walking, standing, bending and carrying items is required. No special physical qualifications are required. May require occasional travel.
