This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as a Supervisory Physical Scientist for the Directorate of Public Works (DPW) in Fort Riley, KS.
Duties
Review project descriptions with project managers to define regulatory requirements in order to develop a plan of action for complying with Federal and State environmental statutes.
Provide estimates of budget and manpower required to complete environmental projects.
Prepare work plans and schedules of all assigned work to ensure that due dates are met.
Maintain awareness regarding State, Federal and DoD regulatory requirements.
Monitor evolving statutes and regulations for potential impacts to Fort Riley.
Brief Commanders at various levels and inform the chain of command regarding issues that arise.
Work to eliminate or mitigate environmental concerns related to military training and construction.
Identify critical needs and anticipate mandated requirements such as hazardous waste shipments and containment of known contaminants.
Supervise a large and diverse staff of environmental professionals that include Compliance Inspectors, Solid and Hazardous Waste Managers, Water Program Managers, Air Program Managers, and other environmental specialists.
Analyzes sites and projects for known and potential environmental contamination.
Develop mitigation strategies to avoid noncompliance.
Work with Fort Riley units and activities of various sizes to meet all regulatory requirements and provide assistance as needed to resolve non-compliance issues.
Meet with State and Federal regulatory agencies as well as other stakeholders to collaborate in the development of an efficient and effective environmental program.
Negotiate Fort Riley's position in the best interest of the Army and the installation.

Basic Requirement for a Supervisory Physical Scientist must be met first:
Basic Requirements:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1). Negotiate with project managers to develop formal work order requests to include details regarding schedules and funding levels to enhance levels of environmental protection; 2). Analyze scientific data regarding the impact of environmental projects on wildlife to eliminate possible disruptions of nature; 3). Establish performance standards for subordinate employees to evaluate production while providing appropriate developmental, training opportunities. 4). Assign workload to subordinate employees based on mission priorities to ensure organizational deadlines are met; and 5). Serve as a contracting officer representative to ensure workload is completed to standards as outlined within the contract(s) regarding environmental services.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
