This position is located in the Professional Quality Services Division (PQS) of Shiprock Service Unit (SRSU), Shiprock, New Mexico. The incumbent of this position is responsible for the development, implementation, management, evaluation, and revision of the medical facilities safety, security, and occupational health program. The incumbent reports to the Quality Assessment Officer.

Duties

Assures the Shiprock Service Unit's Safety, Security, Emergency Management, and Environment of Care plans and policies are applicable and up to date. Appropriate Centers for Medicare and Medicaid Services (CMS), The Joint Commission (TJC), Occupational Safety and Health Act of 1970 (OSHA), Environmental Protection Agency (EPA), National Fire and Life Safety Codes, Federal Emergency Management Act (FEMA), and federal/state local recommendation and standards should be consulted and incorporated into such plans. Performs oversight for all aspects of Life Safety Code in the organization including fire response drills, fire alarm, and all related policies and procedures. Provides oversight and guidance to satellite clinics for fire drills and evaluations. Works with facilities, conducts pre-construction safety assessment of all proposed remodels, new construction and projects before the project is started. Reports to administration and Facilities in a timely manner. During projects conducts rounds to assure all safety precautions are being adhered to for the project. Participates in the above ceiling work permit process with approval authority for projects. Acts as the account manager for the Webcident program. Monitors and assists employees/supervisors in access to the system and utilizes the data base to generate reports/graphs for trending and analysis. Assures that employee injuries are documented in the eCOMP system and tracked to resolution in collaboration with Employee Health. Manages the Respiratory Protection Program for Shiprock Service Unit. Performs Personal Protective Equipment (PPE) assessments and workplace task analysis to identify and control hazards and employee exposure. Coordinates activities, develop plans, evaluates and assists in achieving compliance with current TJC Guidelines, Safety Management, Occupational Health and Security Management. Participates in TCJ surveys, accompanying the Life Safety Code Surveyor, communication findings to leadership and locates required additional documents. Participates in action plans based on TJC surveys and monitors to completion. Services as the Radiation Protection Officer. Monitors and provides consultant services on safety, occupational health, security, waste management, industrial hygiene, and risk management. Manages the SRSU hazardous materials program. Chairs the Environment of Care committee. Provides reports to the hospital executive committee and governing body. Conducts loss control and risk analysis surveys to identify and correct unsafe conditions to the public, patients, employees, and the facility. Provides direct supervision of the Safety and Occupational Health Specialist, the Emergency Management Specialist, Occupational Health Nurse, Security Guard Supervisor and indirectly supervises 17 security guards under the Security Guard Supervisor. Supervises and oversees the Security Program for SRSU. Participates and represents SRSU at Navajo Area meetings/consortiums and other local meetings and events. Supervises and oversees the Emergency Management program for SRSU assuring that the program meets all federal requirements.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-13: Candidate must have 1 year of specialized experience equivalent to the GS-12 grade level to qualify. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Written Communication Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
