This position is in the Sterile Processing Service under the Associate Director for Patient Care Services. This official a member of senior leadership at the Michael E. DeBakey VA Medical Center, which is comprised of a complexed organization of administrative, professional. clerical, trades, and the operations of SPS. The incumbent reports to the Chief SPS. The primary purpose of the position is to utilize advanced administrative and technical skills necessary to support the programs within SPS

Duties

Major Duties: Perform a variety of clerical, administrative and technical duties/responsibilities in support of management and business operations Monitors all aspects of the Section's administrative operating programs and makes recommendations to improve or modify methods. Reviews proposed directives/policies to ensure proper arrangement, format, consistency with existing directives, as well as the proper distribution. Serves as a liaison to the purchasing/procurement office to arrange for, monitor, and secure equipment, services, and products. Receives visitors and telephone calls to the administrative work area. Serves as timekeeper for Section staff in accordance with VA regulations. Serves as the ADPAC for the Section. Submits electronic e-pas requests and functions as a first point-of-contact liaison. Prepares and/or tracks program specific information such as Section workload, staffing, congressional inquiries, grants, and cooperative agreements. Collects, compiles, and tracks data and information in support of the Section's operations. Coordinates the in-processing and orientation activities for all incoming trainees. Contacts members of the staff, agency and persons outside the agency ranging from other government agencies to the general public etc. Assists staff with preparation of training requests, to include preparing travel requests and travel arrangements. Screens the supervisory and staff member calls and determines if the call requires their attention. Provides support for all computer related functions for the Sterile Processing Services (SPS) such as Vista, along with other computer programs to include CAD, Maximo, and VATAS. Performs a wide variety of administrative tasks associated with maintaining and supporting the work performed within the organization. Receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public. Serves as Sterile Processing Services (SPS) Liaison to the Human Resources office. Monitors, coordinates, and provides information to facilitate personnel management activities of the work unit. Maintains personnel records/folders for employees of the office. Prepares IT requests for the Section for computer hardware, software, remote access, telephones, telemedicine equipment, equipment moves, etc. Serves as point of contact for all issues relating to Personal Identity Verification (PIV) HSPD-12 program and facilitates acquisition of required PIV documentation. Develops and maintains electronic information files, enters data, and creates reports for a variety of purposes including workload capture, clinical billing and coding for the Section. Integrates several types of software to generate specific working documents and forms such as spreadsheets, databases, graphics, and presentations. Determines file retention and disposal including determining applicable authorities, screening, and preparation of files for retention and disposal Work Schedule: Monday - Friday 7:30am- 4:00pm Compressed/Flexible: Not Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Proficiency Requirements: Clerk-Typist, Office Automation Clerk/Assistant, Clerk-Stenographer, Data Transcriber, and Positions with Parenthetical Titles of (Typing), (Office Automation), (Stenography), or (Data Transcription) In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience utilizing various office software programs (Word, Excel, Access, PowerPoint, and Outlook to create spreadsheets, graphics, databases, and word processing Analytical skills in problem solving, formulating alternatives to resolve issues, and recommending solutions Experience using a personal computer, electronic typewriter, and various devices such as printers, modems, and standard typewriter style keyboard Documenting minutes and note taking during meetings Experience with VATAS (time keeping), CAREWARE, and processing ePAS for employee access to VISITA and travel OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 year of progressive level graduate education OR, Combination: Applicants may also combine education and experience to qualify at this level. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Primarily sedentary work. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
