This position is located at the Jesse Brown VA Medical Center, Chicago, IL. (537) - a Level 1b. Complexity VHA Facility and is organizationally aligned under the Health Administration Service (HAS) Line. The primary purpose of this position is to provide oversight, support, evaluation and tailored training as it relates to all programs in the HAS to include: Insurance Capture Buffer (ICB); CPRs Progress notes and CPRS Orders, VISTA Menus such as Return to Clinic (RTC) etc.
Duties
Assist in assigning and evaluating the work of the staff, resolve complex tasks/problems to ensure patient services are met.
Evaluation and training of new products, equipment, and systems.
Identifying training needs; assist in making final decisions on personnel vacancy selections.
Assist in extracting and analyzing data to provide reports in support of performance evaluation measures to the section chief.
Daily reviews of active/pending, consults, return to clinic orders (RTC), recall reminders, deceased veterans report, open encounters, CACMI and other mission essential reports for accuracy and disposition.
Review of clinic grid management for accuracy and disposition.
Responsible for performing audits and other reviews for administrative staff throughout the entire section evaluating audit results and developing actions plans.
Conducts extensive reviews and analysis of data from diverse sources, assembles information, and develops reports or presentations.
Develops, modifies, and administers training programs for staff and supervisors throughout the section and tailors training for local needs and specific areas to this section.
Provides management with periodic reports on the status of the training and an analysis of the effectiveness and capacity of the training program in achieving agency objectives and policies.
Works with supervisors, managers, and service chiefs to resolve discrepancies or conflicts with established consult management.
Provides consultation and assistance in implementation of performance improvement activities.
Conducts formal and informal in-service and continuing education programs based on identified needs and provides training to all staff with the ability to schedule, coordinate and utilize appropriate teaching aids when applicable.
Reviews, analyzes, and evaluates training courses and programs to assess their quality and effectiveness and follows up on training to determine successful completion of courses.
Ensures all assigned training and development needs meet the requirements of VHA guidance.
Performs data retrieval and analysis for reports; prepares Facility reports to monitor accuracy and utilization regarding appropriate clinic scheduling process and procedures and communicates to appropriate Facility groups for action.
Performs other duties as assigned.
Work Schedule: Monday - Friday - 8:00am - 4:30pm

Qualifications
To qualify for this position, all applicants MUST meet all requirements by the closing date of this announcement, 07/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience conducting all types of audits, Experience monitoring TMS, Experience as a timekeeper, Ability to design, develop, modify, and evaluate training presentations, plans, instructions, materials, and aids, Reviews, analyzes, and evaluates training courses and programs, Ability to analyze both administrative or operations problems and make written and oral recommendations, Gathering and analyzing data, using automated data processing equipment to generate a variety of reports, Establishing priorities and meeting deadlines, Skill in effectively communicating to a variety of internal and external customers. Skill in the use of computer equipment and software such as Word, Excel, Power Point, Outlook, Access and VHA databases, Ability to clearly and concisely communicate, through both formal and informal written and verbal communications in the form of reports, technical papers, briefings and trainings.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. You must have a combination of specialized experience and graduate level education beyond the first 18 semester hours or 27 quarter hours i.e., beyond the first year is creditable toward meeting the specialized experience requirement.
