The Social Worker Program Coordinator works closely and collaborates with the ACOS/Assistant Chief for Mental Health Service or designee to assure that all aspects of the General Mental Health (GMH) Program are functioning optimally.

Duties

This position may require driving between the clinics. FUNCTIONS/SCOPE OF DUTIES: Administrative Responsibilities: The incumbent is responsible for coordinating, implementing, supervising, and administering all aspects of GMH services. This is accomplished through the following activities: Provides programmatic guidance and oversight of GMH operations across the service. Ensures efficient access to Mental Health services related to GMH program, involving both day-to-day operations and long-term planning and growth. Implements policies, procedures, and practice guidelines. Attends and/or facilitates regularly scheduled meetings to ensure efficiency and continuity of service delivery. Manages and monitors appropriate performance indicators, making adjustments as needed to assure adherence to programmatic expectations. Supports and resources GMH supervisors and provides consultation as needed in collaboration with the Mental Health Leadership to manage, monitor, and adjust productivity and utilization metrics to address inefficiencies and assure systemic growth. Supervisory Duties: The incumbent directly supervises approximately 10-15 GMH staff with managerial level responsibilities across BVAHCS. Accordingly, the incumbent: Hires and trains staff as appropriate given the breadth of responsibilities of the position. Establishes guidelines and performance expectations for all supervisees, which are clearly communicated through the formal employee performance management system; Establishes and monitors productivity targets for supervisees Observes employee's performance; demonstrates and conducts work performance critiques; Coordinates performance evaluations with discipline leads for those outside of Psychology; Provides feedback and periodically evaluates employee performance throughout the year; Resolves informal complaints and grievances; develops work improvement plans, recommending personnel actions as necessary; Provides advice and counsel to workers related to work and administrative matters; Effects disciplinary measures as appropriate to the authority delegated in this area; Reviews and approves or disapproves leave requests; Assures that subordinates are properly trained with the provisions of the safety regulations; Establishes and monitors clinic profiles in terms of availability, utilization and scheduling, and staff productivity; Has direct input in OPPEs and FPPEs of psychologists, psychiatrists and nurse practitioners assigned to the GMH Program. Has direct input in competency reviews for social workers, peer support specialists, Licensed Marriage and Family Therapists, registered nurses, and intermediate care technicians assigned to the GMH Program Clinical Services: The incumbent will provide care within GMH. These responsibilities include: Independently provides advanced services at all levels of complexity for patients, with service delivery to include intake evaluation, diagnostic assessments, psychotherapy and patient education. Provides a full range of therapeutic interventions including individual therapy, group therapy, and psycho-education classes. Best practices, practice guidelines and evidence based treatment protocols are utilized to the extent feasible in all therapeutic interventions. Records information in the patient's medical record related to the patient's psychosocial diagnosis, treatment plan, and progress in therapy. Uses diagnostic knowledge of the patient's needs to make referrals to a variety of VA and non VA resources in support of the treatment objectives of the patient. Participates in interdisciplinary collaboration with clinic personnel and with community resources. Serves on BVAHCS, VISN and National VA committees, as assigned. Represents BVAHCS at professional community group/events and committees, in conferences/meetings with higher ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices and employees of state and local governments, as requested. Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. NOTE: This applies to the past, current, and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC). Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (Program Coordinator) GS-13Experience/Education: One year of experience equivalent to the GS-12 grade level. Example of experience may include but not limited to knowledge of program coordination and administration which includes consultation, negotiation, and monitoring, knowledge and ability to write policies, procedures, and/or practice guidelines for the program, supervise multidisciplinary staff assigned to the program, organize work, set priorities, meet multiple deadlines, evaluate assigned program area(s), ability to provide training, orientation, and guidance within clinical practice. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. For all assignments above the full performance level: Advanced Practice Level is defined as the ability to provide independent and expert clinical psychosocial and case management services in a specialized area of practice. A social worker practicing at the independent level has a generalized knowledge of practice, (which is required for all social workers at the full performance level and above. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Full performance level of this vacancy is: GS-13 Physical Requirements: Work, divided between office and clinical ward settings, is primarily sedentary.
