Duties

As an Accountant, GS-0510-11/12/13, some of your typical work assignments may include: Providing Advice and technical assistance to all employees on travel regulations, procedures and approved processes, to include problem solving of specific issues on a case-by-case basis. Performs financial systems support in travel, cash processing, voucher examination and training. Provide guidance, assistance and training on the Concur system Assisting travelers with Concur account set up. Submission of travel vouchers electronically. Retrieve travel settlement sheets with the reimbursement amount detail. Serve as liaison between the Agency and shared service provider. Document financial transactions to assure proper audit trail, including but not limited to proper and complete documentation of follow up on reconciliations and backup documentation. Coordinates with and supports audit activities with internal and external audit stakeholders. Provide auditors data, information and reports while addressing findings and recommendations for improvement through formal corrective action plans. Applies what is learned from written federal regulation material to specific situations. Communicates effectively with cross-functional teams.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. All qualification requirements must be met by midnight (Eastern Time) on the closing date of this vacancy announcement. To qualify for this position at the GS-0510-11 level, you must have one year of specialized experience equivalent to the GS-09 that includes experience where the incumbent is responsible for providing advice and counsel to travelers on travel policies, regulations, and procedures; process and manage travel authorizations/vouchers and payments utilizing an automated travel management system; and perform tasks related to research and writing internal agency policy. OR Have a PH.D. or equivalent doctoral degree in a field that is directly related to the work of the position; or three years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR Have a combination of specialized experience and graduate level education. To qualify for this position at the GS-12 level, you must have one year of specialized experience, equivalent in difficulty and complexity of the next lower grade (GS-11). To be credible, this experience must include the following skills and experience in Training federal travel card users or training for a civilian corporation. Communicating concisely, both orally and in writing, to direct, explain, guide, and recommend solutions for a wide range of training and travel requirements and concepts to leadership. Supporting mission requirements in all areas of agency support. Assisting with Concur travel system or equivalent travel or accounting systems to maintain data accuracy and ensure compliance with government regulations. This experience must be supported in your resume. OR You may qualify at the GS-510-13 level, you must have: you must have one year of specialized experience, equivalent in difficulty and complexity of the next lower grade (GS-12). To be credible, this experience must include the following skills and experience in leading the travel program of an agency through training federal travel card users or training for a civilian corporation. Communicating concisely, both orally and in writing, to direct, explain, guide, and recommend solutions for a wide range of training and travel requirements and concepts to leadership. Supporting mission requirements in all areas of base support; Informing and training others in safety and security regulations, practices, and procedures. Overseeing the Concur travel system or equivalent travel or accounting systems to maintain data accuracy and ensure compliance with government regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation).The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Education

If education is a basic requirement or you are qualifying all or in part based on your education, you must submit transcripts (official or unofficial). Failure to submit transcripts may result in an ineligible rating.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.
