This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Procurement Specialist position is assigned to the Program Executive Office Intelligence, Electronic Warfare and Sensors in the C5 Consortium Other Transaction Authority (C5 OTA) Program Office of Project Manager Electronic Warfare and Cyber.
Duties
Serve as an advisor to project officials in procurement planning meetings. Participates in the development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, projected lead time.
Interpret higher headquarter policy statements as required to apply procurement principles and technical or program requirements.
The contracts range from engineering and management services to research and development through production and product improvement, covering the full range of contract types.
Advise the PM on the preparation of source selection evaluation plans, evaluation criteria and weighing methodologies.
Ensure the acquisition and milestone documentation are reflected and are integrated into the resulting contracting and procurement actions.
Procurement necessitate the use of a wide variety of cost reimbursement, cost plus fixed, incentive or award fee and fixed price contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Contracting Professional Career Level Certification in the Acquisition Career Field Contracting within 24 months of entrance on duty.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Position requires a Secret security clearance must be able to obtain and maintain a Secret clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of five years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing all of the following duties: 1) Providing technical guidance to team members regarding contracting strategies and contract administration functions; 2) Advising management on the responsibilities regarding a wide range of acquisition and procurement challenges; and 3) Reviewing and auditing procurement documentation and procedures for accuracy and recommending corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
Current Permanent Army employees will be converted to a Term Position Not To Exceed 13 Months, your appointment may be extended up to a maximum of 6 years. This position may be made permanent without further competition to those candidates that have non-competitive status.
