Located in the Primary Care Clinics within the Southern Arizona VA Health Care System, the Supervisory Medical Support Assistant (MSA) serves as the direct supervisor for all AMSAs in support of the Primary Care Clinics. These AMSAs are a foundational part of VHA Patient Aligned Care Team (PACT) initiatives. The Supervisory MSA is proficient in all appointment scheduling and consults functions and provides support work within the clinics, wards, or other such units as assigned.
Duties
Duties include, but are not limited to:
Supervisory MSAs perform a variety of support duties that facilitate the work of physicians, physician assistants, nurses, nursing assistants, and other members of the medical facility who provide patient care. Incumbent identifies relevant organizational goals and performance objectives to create a successful team. The Supervisory MSA provides data for measures used to define successful outcomes or results.
The Supervisory MSA has full administrative and professional responsibility for planning and directing AMSA activities. He/she is responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management.
The Supervisor is responsible monitoring the electronic wait list; ensuring encounter forms are completed in order to obtain appropriate workload credit; verifying the completion and accuracy or patient demographics and insurance information; processing all emergency and non-emergency transfers to other VA facilities or private hospitals; performing basic eligibility, co-pays and preauthorization requirements for specific coverage (e.g. sharing agreements, Choice consults.).
The Supervisory MSA works collaboratively in an interdisciplinary setting (i.e. PACT) and performs related duties; customer service to ensure the proper treatment and timeliness of care for patients. He/she assists with clinic access contingency plans by adjusting provider schedules and patient appointments, avoiding staffing conflicts.
The supervisor supports patient safety standards ensuring that the correct identification is utilized on all patients using two forms of identification, name and full Social Security number Veterans Identification Card (VIC). Additionally, the supervisor must enforce the validation and updating of patient demographic information either by phone or during the check-in process.
The incumbent ensures that MSAs are fully trained in CPRS documentation and telephone courtesy. Random audits are performed on staff to ensure documentation is appropriate and timely. The Supervisory MSA participates in Care/Service Line team meetings and other meetings as assigned by supervisors. He/she also schedules MSAs to attend daily huddles and team meetings to in support of PACT teams.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education.
Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR
Education. One year above high school; OR
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification. None required.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
Grade Determinations: Supervisory Medical Support Assistant GS-8
Experience. One year of experience equivalent to the GS-7 grade level [leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting].
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below:
Ability to provide the full range of administrative and supervisory duties [to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements].
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training [in a patient support setting].
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS-08.
Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or driving an automobile, etc. No physical demands are required to perform the work.
