The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This TCF Intern Inventory Management Specialist serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Heartland Network with responsibility for the information management of all expendable supplies and durable medical equipment in the assigned area(s)

Duties

Order of Referral: Eligible and Qualified applicants that apply from the opening of the announcement through the first 50 applicants will be on the first certificate referred to the hiring manager. Eligible applications received after the first referral will be referred at regular intervals or as additional vacancies occur on an as-needed basis until the closing date of the announcement. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-9, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major duties include but are not limited to: Inventory Management and Control: responsible for the management and control of an assigned class of expendable material; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment; Returns, Recalls, and Reutilization: implements federal and agency programs for the return and reutilization of medical supplies; coordinates disposal of surplus or excess supplies; makes emergent procurement decisions; and participates in root cause analysis process; Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-04. For a GS-7 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. THIS POSITION REQUIRES YOU POSSESS AND MAINTAIN A CURRENT DRIVER'S LICENSE - Failure to maintain a current Driver's License will result in Termination of employment You may qualify based on education and/or experience as described below: GS-05 General Experience: Applicants must have 3 years of GENERAL experience, 1 year of which was equivalent to at least GS-4. General experience is experience that demonstrates the ability to: 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have completed a 4-year course of study leading to a bachelor's degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. GS-07 Specialized Experience: Applicant's must have 1 year of specialized experience equivalent to the GS-5 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. In this particular position, examples include but are not limited to: Maintaining and managing inventory; scanning, receiving, storing, and distributing supplies; monitoring expiration dates, knowledge of supply regulations, policies and procedures. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have one (1) full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
