This position is assigned as a Lead Medical Support Assistant in the Radiology Service and is primarily responsible for Lead responsibilities within the diagnostic imaging administrative setting of the Amarillo VA Health Care System. The Radiology Service is a highly technical and complex medical specialty.
Duties
Duties include but are not limited to:
The incumbent participates actively in the management of the Radiology Service by performing administrative and miscellaneous clerical and/or secretarial functions based on a working knowledge of radiology service requirements. The incumbent works for the Radiology Service Chief, Radiology Administrator and Supervisory MSA ensuring completion of all administrative, secretarial, and clerical aspects of the radiology service. AVAHCS cares for patients in a wide area composed of Texas, and three surrounding states.
Under the direction of the Radiology Administrator or the Supervisory MSA, the Lead MSA functions, and is responsible for the planning, directing, and controlling of a full range of administrative, secretarial, and clerical support staff as they relate to all diagnostic imaging
services. This Lead MSA administers a program that is broad, diversified and requires high performance and leadership qualities of the incumbent. The effectiveness with which the assignments are accomplished has a significant impact on the overall mission of the AVAHCS. The incumbent works collaboratively in an interdisciplinary coordinated care delivery model in the Radiology Service. The incumbent can independently manage position responsibilities with little supervision as well as set priorities and deadlines adjusting the flow and sequencing of the work to meet team and patient needs. Otherwise, they work independently, making decisions based
on directives, handbooks, guidelines, policies, procedures and/or other regulations and performs duties in such a manner requiring minimal supervision. Completed assignments are evaluated for technical soundness, usefulness, and conformance with VA requirements. The incumbent works with the Radiology Administrator and Supervisory MSA to provide suggestions in formulating and developing the administrative policies for the initial and full-core programs of ADP. Evaluates areas where policies and operational procedures are needed, or revisions are indicated. The incumbent serves in a staff capacity to the Service Chief, Radiology Administrator, Supervisory MSA, Lead Nuclear Medicine Technologist, and Supervisory Diagnostic Radiologic Technologists for the overall management of various functions within the service.
Supervisory Controls:
The incumbent reports to the Radiology Supervisory MSA. Supports the Service Chief and all radiology staff members. Plans, work to be accomplished, assignment of work, evaluates performance, interviews candidates for positions, makes staffing recommendations, resolves complaints/issues, effects minor disciplinary measures, identifies developmental and training needs, improves quality and efficiency of work, develops performance standards and policies, and completes any other administrative or clerical tasks as assigned in accordance with specified guidelines and within established time frames. Incumbent will serve as alternate of Supervisory MSA to conduct daily huddles with subordinates for discussion of work problems, adoption of new work methods, in-service training and report any issues during the daily Radiology Methods, Equipment, Safety, Staff, and Supply (MESSS) huddle. Responsible for evaluating, determining and adjusting staffing needs as required to ensure administrative tasks are accomplished. Revises work priorities and schedules to meet established deadlines and departmental needs. Schedules and encourages participation of employees in various training courses. Make recommendations for incentives and/or awards.
Coordination and planning of projects involving other services requires the knowledge of how other services interface with radiology and other operations and/or functions within the medical center. Incumbent must possess the ability to relate with people during fact-finding and/or other problem-solving opportunities. The work involves gathering information, analyzing data to identify issues, and develop recommendations to resolve problems with effectiveness and efficiency of assigned tasks and operations. Work requires the application of qualitative and quantitative analytical techniques that frequently require modification to fit a wider range of variables. Work is evaluated for technical soundness, appropriateness, usefulness, and conformity to policy and operational requirements. The methods used to arrive at the desired result are not usually reviewed in detail. Supervision is generally limited to review of overall results, scheduling reports, data capture, standards of performance, and feedback from the radiology team.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Language Proficiency: Proficient in spoken and written English
Experience: Six month of experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR
Education. One year above high school; OR
Combination Experience/Education. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Grade Determinations:
GS-0679-07 Lead Medical Support Assistant
(a) Experience: One year of experience equivalent to the GS-6 grade level.
(b) Assignment. The Lead MSA [is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include, but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.] For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
(c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff
Ability to provide staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Preferred Experience:
2 or more years creditable experience as an AMSA in a VHA Radiology Service.
2 or more years creditable experience using VISTA, PACS, CPRS, VISTA GUI, and/or other VHA electronic health record.
2 or more years creditable experience scheduling radiology patients for exam and/or procedures.
Experience using Change Healthcare PACS, DISK imager, PACS GEAR, PACS Cube and other software to produce disks for patients and/or providers.
Experience using VATAS for timekeeping purposes.

The full performance level of this vacancy is GS-07. The actual grade at which an applicant may be selected for this vacancy is GS-07.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
