The Veterans Affairs Northern California Health Care System (VANCHCS) is a Level 1b facility and ranks among a complex system in the VA serving the VA Sierra Pacific Network (VISN 21). VA Northern California Health Care System (VANCHCS) is a major tertiary care referral center with two divisions.

Duties

Major duties include, but are not limited to the following: The primary focus of the incumbent is to collect and evaluate data quantifying and qualifying status and provider activity, synthesize those data, and present them to service leadership. Works closely with the Safety & Emergency Management Leadership Team. Carries out the duties assuring that Safety & Emergency Management Service leadership have accurate and timely information. The incumbent is recognized as the expert in data analysis and must be familiar with numerous databases including but not limited to VSSC, VistA, VANCHCS Facility Summary Reports, Labor Maps, SAIL, Person Class Taxonomy, and Pyramid Analytics. In completing responsibilities of the position, the incumbent is expected to conduct unique and in-depth analyses of complex problems that affect access to appointments in the service. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Thorough and current knowledge of legacy system limitations, new systems mandated by VA, emerging and/or state of the art technology, as well as seasoned knowledge of VA protocol, regulations, programs and processes related to data and administration, in order to propose and support major administrative and clinical policies and directives, instruct staff on the changes and application of new policies and directives, and to provide feedback local Informatics committees/teams.
