The Veterans Affairs Northern California Health Care System (VANCHCS) is a Level 1b facility and ranks among a complex system in the VA serving the VA Sierra Pacific Network (VISN 21). VA Northern California Health Care System (VANCHCS) is a major tertiary care referral center with two divisions.

Duties

Major duties include, but are not limited to the following: The primary focus of the incumbent is to collect and evaluate data quantifying and qualifying status and provider activity, synthesize those data, and present them to service leadership. Works closely with the Safety & Emergency Management Leadership Team. Carries out the duties assuring that Safety & Emergency Management Service leadership have accurate and timely information. The incumbent is recognized as the expert in data analysis and must be familiar with numerous databases including but not limited to VSSC, VistA, VANCHCS Facility Summary Reports, Labor Maps, SAIL, Person Class Taxonomy, and Pyramid Analytics. In completing responsibilities of the position, the incumbent is expected to conduct unique and in-depth analyses of complex problems that affect access to appointments in the service. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday. 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: 2 years VA/Federal budget experience. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: - Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing correspondence. (This experience must be well documented in your resume.). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's degree or 2 full years of progressively higher level or LL.B. or J.D., if related graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Thorough and current knowledge of legacy system limitations, new systems mandated by VA, emerging and/or state of the art technology, as well as seasoned knowledge of VA protocol, regulations, programs and processes related to data and administration, in order to propose and support major administrative and clinical policies and directives, instruct staff on the changes and application of new policies and directives, and to provide feedback local Informatics committees/teams. (This experience must be well documented in your resume.) OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position.
