About the Position: The incumbent of this position will serve as a Human Resources Specialist (Recruitment and Placement) for the Fort Stewart Civilian Personnel Advisory Center (CPAC). ELIGIBLE FOR REGULAR AND RECURRING TELEWORK. REMOTE WORK OPPORTUNITY MAY BE AUTHORIZED.

Duties

Uses detailed analytical methods to identify and find appropriate HR solutions. Recommends in-depth alternative with impact analyses to management to find appropriate HR solutions. Advises management on special programs, recruitment, relocation, and retention incentive programs. Distinguishes well qualified applicants. Manages and maintains full visibility over all RPAs from cradle to grave. Advise/assists in all stages of the recruitment process. Takes all appropriate steps and action to appoint, promote, detain, reassign, demote, transfer, RIF, etc., in accordance with established policies, regulations and program goals. Develops long and short range staffing plans to meet forecasted reorganization proposals. Provides guidance on merit system principles, prohibited personnel practices and development.

Minimum Qualification GS11: One year of specialized experience which includes providing management advisory services on recruitment and placement actions; preparing vacancy/job opportunity announcements, determining applicant eligibility and qualifications, and rating applicants for referral; conducting job analysis on a wide variety of civilian positions; and monitoring, tracking, and coding civilian personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources.
