The Interior Designer position is located in the Office of the Associate Medical Center Director, Facility Master Planning Section at the Jesse Brown VA Medical Center and is responsible for planning, implementation and operational management of a complete Interior Design program for the facility.

Duties

Major Duties Developmental Level - GS-9: At the GS-9 level the major duties will be similar to those described at the full performance level (GS-11 - target position) as described below. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills, and abilities necessary to accomplish the work at the full performance level. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major Duties at the Full Performance Level GS-11: Specific duties include: Plans and implements a comprehensive Interior Design program with includes providing complete form concept to installation, interior design services for the organization to include satellite facilities. Provides complete, from concept to installation, interior design services for the organization to include satellite facilities. Provides plans, consultation, advice, specifications, and designs for virtually all spaces involved in new construction and/or renovation. Reviews Architect/Engineer submittals for compliance with VA regulations and facility design criteria. Acts as a technical representative for design and finish specifications matters. Develops and maintains a schedule of short and long range interior improvements projects for the facility. Prepares operating budget, floor plans and space layouts, finish schedules, presentation boards and submittals, and accurate cost-estimates. Originates orders for furnishings, window treatments, patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments, casework, and other interior design related accoutrements. Coordinates the installation of new signage and ensures the efficacy of signage/directional graphics in areas where new and existing intersect. Represents the facility at various design trade functions and maintains an effective rapport with design industry vendors and/or representatives. Maintains an interior design file system that includes drawings, specifications, budgets, project information, government contracts, requests for interior design services, and regulations pertaining to interior design. Coordinates facility paint, flooring, ceiling and lighting schedule with appropriate construction crews. Participates committees that impact the interior design program. Serves as the Contracting Officer's Representative (COR) and administers contracted projects to ensure contractor compliance with drawings, specifications, regulations, and policy. Conducts site visits during construction, prepares pre and post occupancy evaluation of site. Maintains interior and exterior signage and directional graphics to comply with "Signage Systems Standards Manual". Performs other related duties as assigned. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. 07/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Undergraduate and Graduate Education: Undergraduate or Graduate education with a major in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. --OR- Experience (for positions above GS-5): Experience that provided a basic knowledge and understanding of interior design and design process. Experience may have been gained in work such as interior design assistant or technician, architectural drafting, space planning, furniture/furnishing design, or other positions that require the practical application of design principles in a structured design process. The work of craftsperson's or hobbyists in the following field is not qualifying painting, fiber art, weaving, woodworking, carpet installing, etc. In addition to the Individual Occupational Requirement above the following is the specialized experience or education to qualify for this position at the GS-9 or GS-11 grade levels. Specialized Experience GS-9: At least one (1) full year of experience equivalent to the GS-7 level. Specialized experience for this position would consist of: professional knowledge of, and experience in applying, the art, theories, principles, concepts, and design fundamentals of interior design; taking measurements, discussing client's needs, preparing rough sketches and final drawings of building interior, contacting and obtaining information from vendors and preparing preliminary and final design plans for buildings; preparation of extensive and detailed cost estimates and reviewing these for accuracy, completeness and conformity with procurement laws and regulations; and experience in inspecting and tracking work in progress to ensure that the furniture and facility project is consistent with the final design documents. Experience may have been gained in performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; and managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. --OR-- Substitution of Education for Experience GS-9: Master's or equivalent graduate degree or successful completion of two (2) years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, may be substituted to qualify for the grade 09, Interior Designer position. Master's or equivalent graduate degree shall include interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. Transcripts Required. --OR-- Combination Education and Specialized Experience GS-9: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Interior Design position, which may be substituted to meet the experience requirements of the position. For example, 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. Transcripts Required. Specialized Experience GS-11: At least one (1) full year of experience equivalent to the GS-9 level. Specialized experience for this position would consist of: Experience and knowledge of the fundamental principles and theories of professional interior design; experience working with a variety of interior design projects, requiring the application of a wide range of methods, techniques, and materials used in architectural and interior design, including construction knowledge and skill in preparing all necessary scaled architectural floor plans, space layouts, reflected ceiling plans, finish plans, working drawings, specifications, detailed drawings for custom work and furniture fabrication; up-to-date knowledge of sources, manufacturer materials and product innovations to ensure design selections are available and current; experience preparing and maintaining interior design budget; ability to use multiple criteria to determine design selections - durability and maintainability, infection control, function and efficiency and design based research to create healthy healing environments for hospitals and clinics. --OR-- Substitution of Education for Experience GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this grade 11, Interior Design position. Ph.D. or equivalent doctoral degree shall include interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. Transcripts Required. --OR-- Combining Education and Experience: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Interior Designer may be used to meet the experience requirements for this position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. Transcripts Required.
